NPC only interaction? I saw a user on my forum talking about a guy pirating in Gamma wanting his take of the trade profits. And on Freeplay, that is one of the more lucrative routes. I saw that and thought, "Yeah, go for it. Keeps things interesting".
I agree there's probaly not as much interaction with other players, but there is some. And the reason RP isn't enforced is to allow people to pretty much do what they want. Within reason of course.

Not everyone likes RP. Different people have different tastes. I'm just mentioning that the Discovery Community was almost exclusive for those who like RP -- you mentioned it is the Community that kept the project alive, and I think that as well, but it might have been a double-edged blade that kept others not interesting on the RP element away.
I know it's good to have creativity and add a little more fantasy to their gaming environment, but there's also simple people who want some Player vs Player or Player vs NPC action with their friends.
I do believe some rulesets should be established to prevent a "Wild West", for example, a mass Battleship warzone. Then again, wouldn't it be fun to watch and be part of it?
Space Sim is a declining game genre, and it's a fact. Most of my friends that love the genre are right now on EVE... I spoke with a french friend and he told me he might come over soon.
UOD is even having things change here and there everyday we trying to find and good balance what people dont realise finding a good balance for a server can take time ^_^
I noticed people saying to easy to play here but thats their opinions basicly Different Servers For Different Players
And I still havnt tried this server yet since been to busy but I will get to trying yours Kelly ^_^

Thanks. I hardly have time to play anymore. Running a server is quite a job. But a fun one
It is intended to be easy and fun to play but of course it's not for everyone. I'm trying to give people something to spend their in-game money on. What's the fun of getting rich if there's nowhere to spend it? And I have plenty for people to spend their money on Jump drive insurance, base insurance, full map reveals, 5 admin ships. Wanted to add the Venator but no base sells it, not even the admin bases in Delta and Bastille. I even sell the Derelict Nomad Artifact for 600 million at 1 select location for those who want to build cloaking factories.

and some ideas are you can add more to the jumpdrives cloaks and bases ^_^ on my server the Nomad Power Cell is usable for cloaks jumpdrives and maybe survey scanners and we are also experimenting with things ^_^ so we have lots of ideas going if you want you can goto our forum and look around and see some of the things and maybe it will help you with ideas you might have to make a login there to see most stuff though cause had to change so forum stuff since guests felt like spamming in general chat lol ^_^ and if you have any questions you can PM me there or post there in general chat or email or skype me if needed ^_^

It's in the [IDS Strings] section of dsacesrv.cfg in the flhook_plugins directory under your main freelancer EXE folder. And yes, History of Sirius can be changed. I've even changed the description of the Nomad Artifact that is needed to build a cloaking factory. Well, added to it, actually.
As for using the nomad artifact as a fuel source, I know how to do that. Been considering it, (and the BS scanner too) for a series III drive. Not going to touch the cloaks that way. Don't want to let people cloak indefinitely.

The freelancer XML that is used in the ID strings portion of dsacesrv.cfg is very exacting. I ran a server one time and my rules showed all the code below and I never could figure out how to correct it. There was a mistake, but I never found it.
As for a list of all players, you can use FLStat and there is also the stats that DSAccountManager creates in your stats directory. I prefer FLStat, myself. It looks prettier.
