It's in the [IDS Strings] section of dsacesrv.cfg in the flhook_plugins directory under your main freelancer EXE folder. And yes, History of Sirius can be changed. I've even changed the description of the Nomad Artifact that is needed to build a cloaking factory. Well, added to it, actually.
As for using the nomad artifact as a fuel source, I know how to do that. Been considering it, (and the BS scanner too) for a series III drive. Not going to touch the cloaks that way. Don't want to let people cloak indefinitely.
Thanks for the ideas though. All are appreciated even if I don't implement them. They tend to give me other ideas I haven't thought of

I changed the Rules File and added a part to the admin ID but the history of sirius bugged and shows original and all the writing below it in code so donno why that bugged
^_^ its awesome what can do server side now all need to do is figure out how other admins can see a list of all players on server so if they need to do any stuff or look through for bad names or unused characters cause i always have to go look myself which gets abit enoying at times ^_^
The freelancer XML that is used in the ID strings portion of dsacesrv.cfg is very exacting. I ran a server one time and my rules showed all the code below and I never could figure out how to correct it. There was a mistake, but I never found it.
As for a list of all players, you can use FLStat and there is also the stats that DSAccountManager creates in your stats directory. I prefer FLStat, myself. It looks prettier.

I can give it to you right here. It's just a web link.
I play on this server and it is loads of fun. I don't like being constrained to play in character and I like the ability to combine different ships and weapons. There is still plenty of interaction, battles, skirmishes and wars between the players and clans but we have the flexibility to utilize all the elements of Freelancer Discovery in our gameplay. I think it adds more variation to the game. I definitely recommend checking out the server.
Well im moving there for sure im an old Freelancer fan and we left around 10 years ago , we are a group of friends and we had to give up when the rules (way too many and defended in a radical sick way by some players, dont get me rong i like to RP but these days it should be optional for the players. And in m opinion what kept Disco alive was the love of many players for Freelancer concept, back in the days the idea was to get as many ships and as many sistems on Freekancer, today i see sistems being deleted factions and ships banned and so on...
When the RP gets in the way of fun , RP is dead my friends.
On a note iv played and RPed in few games like , Age of Conan ; World of Warcraft ; Neverwinter Nidhts and amany many RP focused games abd honestly... RP here feels sick. Theres a line that separates RP from "Role Harrassing Players"
And remenber, what keeps Disco alive are the players might be a good idea to listen a lil bit

You were insulting HMS officers out of roleplay for asking you to leave Bretonian space while you were using an Order Gunboat. Then you were defeated in PvP after refusing to leave and you came back and started crying and making threats in local chat.
5 different people witnessed including two members of your own faction. Then you proceeded to make death threats against them in team speak.
Roleplay is dying because of people who think that can bend or avoid certain rules. You were given a lawful demand. You ignored it. You attacked an Officer. You were destroyed. Then you went on a 20 minute rant. You killed roleplay for yourself
