About the topic itself.... meh. Bases already are unkillable if core 4, so increasing their survivability wouldn't change much.
Also, all production modules already fit on a standart core 4 base, along with 310k cargospace if you don't build weap platforms.
So to sum it up:
- higher core levels wouldn't change the fact that a base is already unkillable, if people are taking care of it and supplying it well.
- benefits they bring are more weapon platforms, which don't madder unless the base is in a critical position like goldern coin.After all no one would siege that unkillable base anyway.
- basically it would be an expensive prestige visual upgrade
My conclusion is that is isn't needed, but wouldn't hurt either.

Sounds like a plan.
Not much extra anything apart from visually, this would appeal to a certain mindset that inhabits Disco.
Maybe an ultimate pay-off would be worth considering if Core 10 was horrendously time consuming and difficult to get to - reach Core 10 = base becomes self -sustaining and permanent. Would genuinely let the players shape the Universe and no need for devs to mod new bases into position, player activity and choice would do that.
Would just need scrupulously fair minded admins to police any silly situations about ownership and placement.
