As for Croft's first point, this is what I thought the thread was going to be about. Now it's been brought up, I can say what I meant to - "Good thing it worked for Half Life".
Anyway, there was another thread a month or two ago about the optional focusing of activity on a house or area specifically. It can still be done, just get a group of people (like your Torpedoes for example) who would be willing to try something else out, and split into two teams of say Hessians and Corsairs to liven up the Omegas.

What you suggest is hampering RP , not to mention hampering exsiting factions.
but more open events could be fun.

But it annoys me when people make silly comments about that... especially brits who for the most part can't speak their own language let alone anyone elses!
I'm using a similar idea for one of my main characters. I've marked 3 main regions for the char's activity, and spend 10 days in each region, moving to the next after that period of time, and basically doing a circle around Sirius every month. However, that only works because I have other characters I can fly when that one char is not in a region. Imagining how it would be like if I had to do that for all my characters simply makes me wonder if I'd even want to play the game anymore if something like that is implemented.
Trying to shove the whole playerbase into one or two regions every month would not work at all, and it wont help with activity of that house either, as most people would either leave altogether or simply play other games when server is focused on a region they don't like. Worst case scenario, each house will get its usual activity, and the rest of the server will end up in Conn.
There's also the good old "faction hatred" that'd kick in. It is known that when people keep playing for only one side for a long time, they end up mixing up their feeling toward the players on the other side, with feeling of their character toward the hostile factions, and a lot of people can't help it. By making the server "episodal" as you're suggesting, it'd just mean even if it works out, each group of players will be most likely to stick to only one side, and then there comes the hate and rage.
Overall, I'm in favor of trying to focus server activity in a certain region for some time then moving it to the next after a while, but not the way you're suggesting. Giving FLHook-based "perks" to each area to encourage people to spend more time there would be a better option than locking the whole place down and forcing everyone to play in certain regions.
And last but not least, New York is also a major factor to take into consideration when discussing something like this. No matter what you do to the rest of the systems, there's still a high chance of having more players in New York than anywhere else at any given time, so if that idea's to ever work, there needs to be something done for New York too.
Edit: Actually, scratch that. Just bring back the old mining system and we should be fine. Give the fields in Dublin, Omegas, Sigmas and Taus a higher drop/regen rate than rest of the fields, and give mining a higher income than trading, and we'll get the usual "localized" activity hubs, so instead of having to fly through a dozen of empty systems, hoping to find some interaction, people would know there's always something going on in one of those systems or the surrounding systems where the haulers take the ore through.
Forcing people into certain areas would be awful. It would kill the RP,ruin the fun. Why? because it takes the freedom to do whatever you want to do away.
And, much as I would love a mining buff, that isnt the answer either.
But the idea of a voluntary regional boost, Jack's idea about a week for each region, might help. Encourage, but dont force. Have events, cash opportunities. Post the schedule in advance, people could get ships. I think a lot of people would participate.
It needn't be all battles. I would prefer it not to be at least: I'm not so good at battles.
But the interactions would bring life to areas that are under populated, and thats the goal, no?
