It's more a matter of who you are, rather than what ship you're flying. The authorities may not like Freelance miners "poaching" their raw materials; a samura mining ship might be more welcome, however. The Gallic corporations all have their own mining ships so don't need Sirian ones (ie. GMS).
Well I think of it as a no, because theres already Gallic mining ships. If your a GMS use a Rock Badger but use ID and IFF because you wont get bonus if you dont have them.
You will still get your bonuses on the ores in Gallic space, depending on the ID and IFF you have. As it says in the Mining Guide, you cannot use the Hegemon for a valid bonus on GMS ID, as they are meant to use the Rock Badger.
If you are using anything other than GMS ID, you are actually breaking the Gallic Laws:

So would it be possible to use the generic "Miner" ID and run a Hegemon? I'm guessing thought it technically wouldnt be breaking law 2.5, most Gallic Police would probably be the cause of some trouble if I tried mining there.
Indy miners are not part of a Gallic corporation, hence the "indy". You will get your bonus, breaking no server rules (unless you dock on GMS stations), but you will be against the law for any who care to uphold it.

But when the law is referring to "non Gallic corporations" it denotes corporations that are not Gallic, that wouldn't seem to include independents as they are not corporations.

Hmm, that is a little ambiguous. I'm sure a corrupt GRP (as if there are any other kind) would be willing to interpret it in a way that means you have to pay him. Of course, I could come on a Maquis bomber and stop you mining that way
