Yes, and because of this very reason, an adjustment to the rules to make death a little more like death by making it two hours at all times would suit the server just fine.
Fact is, sometimes you just have other things to do, but there's people screaming on an emergency channel, so you go "oh well, I have a minute" and clean up the problem. In a lot of these situations the players causing the 'emergency' are there to get a fight anyways.
Given that fact, if they lose the fight, it should have consequences whether the players that killed them stay around or not.

And if the guys in question are from House Military, "logging in" to clear certain mining area from pirates, and returning back to where they're staging, while miners themselves do not participate in combat.
"You can call for help from House authorities, but unless they'll babysit you after they killed us (which would not happen nor in game nor in RL), you're not safe." I already see how that promotes RP environment, yeah. Can get rid of "x hour rule" altogether, and turn transports into combat vessels.

I read it that way:
You kill the pirate on your house navy ship in a move to protect e.g. mining in the system.
The pirate respawns (= "returns to the game") and you green message him: "Please do not come back to the system in the next 2 h".
Done. Zombie-Apocalypse averted.

what if he keeps coming back in different characters because he soooo pissed he got his ass kicked, comes back in different name, we wont know?
ok, thats similar to what can already be happening, but the old rule we could query a report if we suspect it was same player and if it is then he gets slapped wrist
now, we cant do that, the new rule is about the character that got killed, not a returning player to get his revenge
This is frankly illogical to me. The scenario, where the dead does not reappear should be the default, and the PvP losers should ask to be able to return, not god damn vice versa.
