I know what you guys what you want to achieve and I am not going stand in the way or prevent it, but I just want to point out that Zoner is a community of individuals or groups, and it is a bit overwhelming if someone just hopped on suddenly and claimed the throne on a community with different ideas without gaining any support first.
As far as I know, Phoenix does not have the any jurisdiction on O-74 as Omicroners once did, and frankly they are not fussed either at this moment. However they do have influence in O-74 via administrative control on Livadia shipyard, which a major piece of the puzzle in the system, and will probably not abide by the Zoners- if they impose any rule on it. (If you get the picture) So therefore I am not sure how you will actually manage to speak or even lead on behalf of the whole O-74 system, without actually having fully all the voice or support or control for it.
I'm not trying to slag any group here. I got nothing but hugs for anyone with a zoner ID. Another fact that I hate to admit and pains me so is that not 2 months ago Phoenix was like the 3rd most active faction and then (?) everyone got sucked into a black hole. The only reason I said what I said is I don't want Phoenix to be forgotten completely here.(I've had the most active ship in Phoenix for about 6 months straight now. A big reason why I've become 1000% more active in the forums lately) But yeah nothing but respek for you guys, you def have the activity and such.

As I have said many Times before we lay no claim to the system at this time
as were are not an officail faction and impose no laws of our own...
I'll have to be the first to say were getting to many wrong impressions about who we are or what we stand for.
I think I might have to change our group tag so that it reads or looks like something that makes us stand out from the other zoner groups and doesn't make us look like were speaking for all known zoners in all systems...
I think the problem is easy. You call yourself "Omicron-74 Zoners". That states that you either own the system or represent the whole Zoners there. Also your Tag is "Zoner-" which looks like you represent whole Zoners. I would recommend you to take some name which does not sound like you lead Zoners, like Phoenix, etc did. Your current name will just continue to confuse people.
edit: Just saw, that you already mentioned changing the Tag.

The Omicron 74 zoners are excepting recruitment for their bases construction and to help finish the construction, if you would like to either join the Whale fleet and haul materials to our bases, or would like to join the Zoners in general, just grab a Zoner- tag and get to Omicron 74. We hope you guys can help us all with this
