I think there's a bit of a problem with the barge.
It's a tad bit unfair that some were able to get one for 500 million if I remember correctly, back when admin requests for one were possible; and now - because of it's extremely limited availability - those people can sell their barge for 7-10 billion credits.
That doesn't foster activity of any kind; it's a completely passive asset. I don't see why people should be given several billions by admins indirectly (admins determine supply, and thus price) for doing absolutely nothing.
That being said, sure Barge sucks and it's a stressful boat to fly; but still...
Someone should design a ship with a half, or even a quarter of the cargo room available to a Barge, with a size somewhat of a large battleship. Possibly a bit slower than your average 5ker too? :/ I wish..

Barge back in 4.85 was intended to be used as a stationary depot or (InRP) faction base of operation. However, with player bases added, that purpose can be fulfilled without the troubles of the Barge. Sure, having a ship with 40k cargo is tempting, but not with Barge's awful handling. That ship is not as useful as you may think, and hence, not as much of a waste.
Ok indeed it would seem a bit unfair but the reason i would use it, Is for a mobile base and for big supply contracts.
And for another legal and special reason.
It's a kill or be killed world. Corruption is not a word but an entity in everyone no one is clean, No one is rightous, We are all filthy so let us rejoice with the pleasure of War. We will kill everyone or we will die not killing anyone in some self rightous act saying it is wrong. Well you will see you were wrong when you could have decided to kill us to provent everyone else from dying.
So give in to your desires and worry not i will hold you, I will cradle you, I will make sure you enjoy yourself to the fullest. Let yourself go to the infinite pleasures of war.

Its actually lowered to 3 minutes now if I remember right since after the reduction of speed from 365, it is still a pain. All planets are undockable, just require a bit of ... "skill"
