Bonjour, monsieur Lucky and monsieur Achille. I am delighted to find you well on this exquisite day.
I assume there is absolutely no need for presentations, non?
The reason I called for this meeting is that I would like to take care of some particular administrative reforms inside the Commonwealth.
To be precise, I would like to address some concerns about one of the members of our beloved fraternity which is Zakir.
I have a variety of reasons to show concerns about him and suspect him of being a liability to the integrity of the Commonwealth.
To begin with, he's expressing a very stubborn and uncooperative behaviour as well as isolating himself and initiating his own errands without announcing any of us. His escapade in the Omicrons is a good example.
I've also seen him banding with a high ranked member of the Gallic Royal Crown, again, a self initiated project. He seemed to be in good relations with that member, and currently, I have well based reasons to believe that member of the GRN could be infected.
I shouldn't even mention his usual state of drunkness.
That being said, something changed about Zakir, and I am not sure what. But I have a feeling his situation isn't going to improve and I also fear his current state could be a liability to our integrity.
What disgusted me, was the fact that he meddled with my personal belongings. He somehow found out of my personal transmissions to... certain contacts and I personally do not like that
That is why, I also wish to ask your opinion on this, mes amis.
Do you find any sign that he could recover? Or are his actions worthy of being exiled? I would like to hear your thoughts on this matter.

"You do realise I am currently stuck in some Freeport 10 backwater impound jail for ten days because some dumbass bounty hunter noticed my stellar exploration craft had a Gallic registration and became convinced the De France's were invading Omicron Theta?
Putain de la merde..."

"Oh, wait yes my friend, Zakir. After the drunken Cyrillic-scrawling loon dragged me seemingly to the edge of known space on the premise of wealth, he immediately flits off into some obscure Omicron system. If you take anything more than a passing glance at the flight archives, you'll note he's also been indulging in some rather intriguing research into nomadic artefacts without deigning to inform me."
"You want my advice? Get him a tinfoil hat."

"Oh and If that's you "Finding me well" Robert I'm going to shoot myself".

It ain't funny really, so, the fool's away, flying about the place in the name of the Commonwealth, flirting with Gallia and spreading his toast with Nomad caviar?!
Not on my friend. It can't go on.
I agree the tin foil hat approach, attach crocodile clips, a 6.0kV power supply, throw the switch and we're done. Either it'll shake him out of it or put him where no more harm can be done.
"So our options are brain damage Zakir to the point where we have an excuse for his actions diplomatically or simply fry him into the next life? That's not like you LeRoux". *Grins, nonchalantly* "Anyway, the required PD for both operations might be rather high. Before we both departed '10 on this little sojourn of ours Zakir nearly dismembered himself sticking an arm into the primary heat sink on Robert's chrome-covered osprey of his. Any man that can survive a five hundred and fifteen thousand volt electron burn might be somewhat impervious to electrocution non?"
"Actually, come to think of it, he's probably already brain damaged...."
"Remember Commonwealth policy though, your transponders stop for over 24 days and we won't come after you. Zakir's still got a week to rematerialize; for a staunch drink, or a coffin, depending as to what will best cater to his requirements".
"Anyway Lucky I have a smallish issue we need to sort out. You do realise that Freeport 10 was only rated to accommodated 150 permanent crew oui? Well, accessory space now factored in the total number of people wandering aimlessly around our esteemed station has risen to slightly over a thousand. And quite a large percentage of them appear to be Gauls."
*pauses*
"Now I know with current refurbishments and Sylvan dome we can accommodate that... Just. But station power capacity and life support systems are overstretched, and reactivating Planta dome will not ease things."
"My point is the sooner we get that over-glorified home extension of an Annex in orbit and have the opportunity to move some Commonwealth personal onto it, then the less likely we're going to have to commence pushing people out of airlocks in the near future."

Before I am going to analyze his current behaviour anymore I would like to point out the fact that, his possible infestation could have proven profitable for the Commonwealth. The Risk could had been great, but then again, the rewards easily overpassed them.
The only problem was Zakir's recent behaviour. I am sure this behaviour would ruin any chances to gather profit from such an experiment.
And I was right...
Apparently, according to the latest logs we have received, Zakir has died.
To make the situation worse, he went once again for the Omicrons despite the fact he was ordered by me to do the contrary, but do update me Achille if you initialized a project.
Moreover, he also convinced a member of the Commerce branch to join him. That member had nothing to do in the Omicrons!
Still, his apparent death appears to be rather convenient. I vote to declare him killed in assigment and forget about any incidents that he may have caused. Now that I am thinking, we should forget about him completely.

"KIS rather than KIA Robert? Hrrm. Well I'll confirm that in the Commonwealth archives, but let's not be too hasty to dispose of him. I'll log his death message now, but regulations do state (come on Robert read the memo at least once a month oui?) that until the sender of the death certificate reaches Freeport 10 then we still have to conclude that Zakir is in fact alive, kicking and drinking".
"My Spatial will be unimpounded at the end of the week. This gives him six days to rear his ugly head".

You're right of course, looking at our 5 Year Business Plan, if it comes to fruition there just won't be enough room on FP10 to accommodate the expansion in trade..... It just gets worse.
I know we've talked to the Outcasts before about a base, the result being stalemate, hardly a good result for either party. Let me try once more, I have some contacts that might be worth pursuing.
"Just a minor requisition, I'd like to request the oppertunity to work with you on this one, yes? My direct suggestion is that we attempt to liase with the Outcast leadership through a neuralnet channel addressed to any and all relevant Maltese group who may bear a grudge/deathwish/torpedo against our station. Hopefully you can live up to your nickname and drum up a miracle on this one."
"My suggestion is that we offer the 'casts docking rights, and, well, the entire station were the Commonwealth to leave the system at any point. But yet again, your station, your offing."
"I'm sure your reply will be fascinating

Thanks for your offer, I have had several discreet conversations with Outcast individuals and think there may be a way, if we tread carefully and are prepared to make concessions in some areas, like you suggest.
And I'd welcome your help and counsel in this matter, there's a lot at stake here, and I'm not so sure it's something I'd be capable of handling successfully on my own, given the complex nature of the Outcasts structure and the number of different Stakeholders involved.
