The ship will serve as a research station and it will work as a mobile research laboratory for the scientists and crew which used to work on the Straight Curve. The ship will not act as an orphanage. The expenses would be too great with few to none profits.
The ship will be under full ownership of the Commonwealth, and commanded by a responsible and able captain, perhaps a professional scientist or laborant, member of the Commonwealth. Even if Gabriel may have these assets, he is not part of our fraternity. The only way I will allow him to command one of our ships is if he joins us. As I said before, mere employees, ship crew members or business associates are not members of our fraternity.
A Corvo would be more suitable, by the way, ma cherie. Mainly because it would be more suitable for the purpose you want to suggest and it will also be more cost efficient. Our neighbours, the Temporary Autonomous Zoners may have the means of arranging such a vessel for us.
In conclusion, I will authorize the ownership of a new vessel only if these conditions are met: It will serve as a mobile research laboratory, the captain will be member of our fraternity, the ship will be under full ownership of the Commonwealth, and the ship will be a Corvo class Deep Space Explorer or a Liner model.
If these conditions will be met, Iva, my answer to your request will be "Oui" and I will, unfortunately, cancel any plans of contacting the Outcasts with a business proposition I had in mind. But even though as Head Councilor I have the final word, I would like to vote on these with the other Councilors so I would like to hear their answer on this matter as well.
Before I end, do note s'il vous plait that a ship of this size has absolutely no business or no reason to enter House Space, bien? It is likely that the houses will view it as a potential threat and it will be a stain to the reputation of the Commonwealth and I will simply not allow that under any circumstances, bien? youth is just like 20% of the population and they will be trained by their elder comrades on the new ship to take over their duties when the time comes. We will also try to install the Biodome from the Curve to the new Liner to lower its upkeep costs...

Good to see you have resolve ship research ship negotiations, but that doesn't take away from the fact that FP10 is becoming overcrowded. My concerns mostly surround dormitory, goods storage areas and supply logistics systems. Overcrowding will inevitably cause degradation of our services and consequential health and safety issues as utility services for clean water, welfare and foul sewage treatment become overloaded.
We have talked about this before gentlemen, perhaps now we can get together and form a plan for dealing with the issue?
