k'hara members should protect nomad bases and they are only allowed to kill everybody they want in only a few system with the RP that they try to take those system in control of the nomads

and they should not be able to shoot within those system to somebody without shout the reason

Go ahead and read this first, because that's quite what they do. tl;dr - they are trying to take control of systems and they are terrorizing outside as well. such is their role that they play.
