I cannot seem to find a station named Melboune. From what it sounds, it seems you are either trying to buy from ''guard'' bases, which need a different sort of npc faction reputation from the ''regular'' Liberty Police reputation, or you are indeed glitched. Could you specify where are you trying to buy weapons from?

Melbourne station is a player base near NY-Alaska JG; it can be hostile to you regardless of your rep.

Many actually. All official LPI, LN and LSF factions, indie LN and LSF tags (known so far). Also you can be added without tag, though you need to at least contact SFC.

You also need to be at least neutral to whatever the bases IFF is. Probably either LN or LSF guard.

No, your character is not "glitched". Your LPI rep has simply dropped since you purchased your first LPI ID. You can't buy the ID without having a full green rep (i.e. +0.9, or 9 bars to the right), which you haven't got right now, judging by your screenshots. Just do a few LPI missions and you'll be able to purchase it again. Not entirely sure why you'd want another LPI ID, though.
As for the other issues: Melbourne Station is supposed to shoot at you by default, as is already mentioned above, and as for the weapons: You probably need full LPI/Navy/some other rep to be able to buy the weapons you're looking at, though I'm not sure which weapons you are trying to purchase nor where you're trying to purchase them from, so there's not all that much more I can say about that matter.
