This communique is in response to the unprovoked attack of a Rheinland vessel in the neutral space of Omicron 74 by a Nephilim class Dreadnought bearing the markings of the [ZA] on not one, but two occasions.
The incidents occurred as BDM|U-66, a Rheinland cartographical survey vessel, was traversing the Omicron 74 system to reach Omicron Kappa as per a routine scouting mission. A Dreadnought class vessel, calling itself the [ZA]Tritain, opened fire upon the U-66 with neither a word nor the slightest provocation. For the span of approximately a minute, the [ZA]Tritain fired upon the U-66, despite repeated notifications by the U-66 of its neutrality. Luckily, the U-66 was able to thrust out of the range of the [ZA]Tritain, and managed to withdraw to a safe region in the Omicron 74 system.
After extensive repairs using nano scale maintenance machines, the U-66 once again attempted to make its way to Omicron Kappa. The [ZA]Tritain was waiting beside a [ZA] installation, and moved from its position to fire on the U-66 once more. As the U-66 executed evasive maneuvers, the battleship class turret banks of [ZA]Tritain mistakenly hit the ZA installation, causing its automated defenses to open fire on the [ZA]Tritain. For the period of several minutes, the U-66 continued evasive maneuvers to avoid being hit. During this time, the [ZA]Tritain continued to deliberately fire upon the U-66, doing so to the exclusion of moving out of the range of the ZA installation that was firing upon it.
Due to the surprise nature of the initial unprovoked attack of the [ZA]Tritain, the BDM|U-66 was caught unaware in a non-combat posture in the opening barrage, prior to the engagement of evasive maneuvers, and sustained heavy damage to the observation deck, life support systems, key instrumentation, and sleeping quarters.
Gustav Schwer, aged 43, of the Ravenholm Polytechnic Institute, and father of four, was vaporized instantly by direct hit from Battleship Cerberus class cannon fire in the observation deck - at least, that is what the technicians who analyzed the charred silhouette of all that is left of Dr. Schwer have speculated.
Ensign Ryan Keller, aged 19, point defense operator, died a slow death by asphyxiation as the sleeping quarters were breached.
The EVIDENCE for this unprovoked act of hostility is enclosed.
Due to the incontrovertible evidence of [ZA]Tritain attacking the property of sovereign Rheinland property, resulting in the deaths of one civilian research assistant, and one officer of the Rheinland Military, it is the finding of the Buro Der Marineintelligenz that the captain of [ZA]Tritain and its crew be surrendered to Rheinland custody to stand trial. The offending vessel itself is to be dismantled COMPLETELY and sold to cover the costs of the repair of the BDM|U-66, and to cover the costs of the funerals and benefits of the two casualties of the [ZA]Tritain's brutal and unprovoked attacks.
The costs of repairs for the BDM|U-66 have been assessed to be no less than ten million credits. Funeral costs for both Dr. Schwer, whose family has elected to scatter what little remains of his body to space, and Ensign Keller, have been assessed to be a combined two million credits. Post-mortem benefits to the families of those that have died have been determined to be a sum of three million credits. The complete sum of 15 million credits are to be taken from the parts resulting from the complete dismantling of the [ZA]Tritain, and wired to BDM|LV-Eir. The [ZA]Tritain is to no longer exist to fire upon Rheinland vessels ever again.
With regards to the Zoner Alliance in the context of this unprovoked act of heinous violence, the BDM is willing to hear your explanation as to how the Zoner Alliance as an organization was not a party to this act of war against the Rheinland people in these atrocities against a neutral party.

It is all a very big mis-understanding, during the heat of battle a certain many things occur.
The system at the time was a warzone and as such during the heat of battle and the fact that many of the ships within the system were firing upon each other at such close proximity.
Who can tell friend from foe even with a party claiming neutrality so close to the fight.
What i cant understand is why the Captain even though seeing the raging battle decided to approach the Defence station or the the dreadnought, when the Jump Hole was several kilometers away.
Or even try and traverse the jump hole as you say during an armed conflict, when simply it would in my estimates be sucide to continue flying around a battlefield.
But still i feel responsible for your loss and have paid the sum of 15 million sirius credits, can you please inform your Captains that should they ever see a battle being waged not to fly in the middle of it.
Im sure the Rheinland military training does explain this, dont fly between ships firing on each other if its not your fight; you might be blamed for any attack or damage and as such be fired upon in mistake.

This matter is not an issue of "heat of the moment" accidental fire. As it can clearly be seen, there are no targets which the U-66 may have stood in between for either instances of fire, as any potential targets are both in different directions and outside of the [ZA]Tritain's effective range.
Especially in the second instance of fire near the [ZA] installation, the [ZA]Tritain is seen deliberately targeting the U-66, going so far as to shoot its own installation in the attempt to track the U-66, and continuing to fire at U-66 as it sustained damage from the automated defense systems.
Given that such damage was sustained despite evasive maneuvers being engaged, the only conclusion is that the [ZA]Tritain was engaging in deliberate and malicious targeting of the U-66.
Your attempt to push the blame of the unprovoked attack of a Rheinland vessel on the vessel itself is unacceptable, and you will modify your tone if you wish to successfully conduct diplomacy.
The guilt of the [ZA]Tritain and its crew, in spite of overwhelming confirmatory evidence, is to be decided in a Rheinland court. As they have attacked a Rheinland vessel, the [ZA]Tritain crew are to be tried for war crimes.
A convoy will be dispatched to Freeport 9. The captain of the [ZA]Tritain and its crew are to be moved there for extradition to Rheinland for trial.
In the interest of preserving the neutral relations between the [ZA] and Rheinland, it is my hope that you will see it wise to cooperate.

With regards to the captain and crew of the [ZA]Tritain who are to stand trial, my initial message mentioned their extradition to Rheinland quite explicitly.

Well simply put we have an enemy i dont know your relationship towards the Order.
The Order....yes it seems strange for a Zoner to be war with a terrorist group. But they infringed on our rights and tried to dictate terms. We of course have not fallen foul of these marauders and have managed to survive 9 days of continued siege followed by a week or two of a no-fly zone they tried to impose in our own home system. This failed and now they use pirates and yes other Zoner's to do their bidding.
But maybe this isnt new news to you as i know your intelligence network is vast.
