You kidding? The reaper fleet was bigger than all council, turian, salarian, alliance, asari, quarian, geth and batarian fleets. and it took multiple fleets to take down ONE reaper in mass effect 1. the reaper fleet is probably 20 times the size of the gallic fleets. Besides gallia had less then a millenia to build their fleets. The reapers had millions upon millions of years to make reapers.
