Well I saw A Mr.Contrabandista,,, he is always smuggling slaves, cardamine, artifacts, or helping(economically) any pirates he can find. I have spoken with him once. He seems to be a good guy

"Should"? Sorry if I'm missing something - just had a career change from Freelancer to Smuggler - but does the ID not already allow for this?
But to add to this particular topic further, what is the stance of Bretonia, Rhineland and Kusari on smugglers? Liberty law states that smugglers are welcome to go about their business as they please provided that are not transporting contraband. What about the other Houses? It is not explicitly stated in the Sirius Legal Codex whether they are welcome or not. The only reason I ask is whether the "smuggler ID minus contraband = trader ID" is honoured by all Houses, not just Liberty.
I happen to agree with the rest of your post though, Xoria. Makes perfect sense. Especially the "smugglers shouldn't pay as much as traders to pirates" bit. Not too sure the pirates would go for it though, unless one was a pirate-aligned smuggler obviously. My first smuggling run last night, I was taxed. Figures. Murphy's Law.

Also on another topic, moving goods through Bretonia is SOOOO boring these days. Nobody in sight to even keep check of, and I believe I can count both the lawfuls and pirates in. I swear I haven't been taxed (or scanned for that matter) for a good two weeks. Where is the QCRF when you need it..
There is a shadow that falls. (I like vague comments)
As an LSF agent, I will not condone smuggling, but *glances furtively around for any =LSF= or [SA]* [whisper]my eyes follow credits, see?[/whisper]

I love shady cops. They're the best. As long as they understand their cut doesn't get to simply grow and grow and grow. Shady is one thing. Being piratical about it just isn't very cool.

Did I say shady cop? Oh my goodness, no! That would be wrong!
My smuggler is called Shadow...

I didn't mean to imply that being shady was a negative thing. Au contraire. From my side of the fence(Err...smugglers don't really have a side of the fence, do they? It's all just a grey area, isn't it), or point of view if you'd rather, being shady is a very good thing. Laudable even.
Laudable. That word just doesn't get used enough.
Any other smugglers out there?
