So move your cursor slightly off-target (to the left, or right, for example), and then strafe in the opposite direction. Let's say your target is straight ahead. Move your cursor so you're flying slightly to his left. Then strafe right. The speeds will add up, and you'll effectively move at about 360 m/s.
Of course, whoever is running can actually do the same and you'll never catch up.

Pythagoras says 350 m/s forward + 33 m/s strafe means 351.55 m/s effective speed.
I tried it in-game: 3 meters gain every 2 seconds ... one can die of boredom.
A Sabre would be a tiny bit faster.
Thanks to Spazzy and Hasteric for revealing this mystery. I expirienced this few times as the one who was running ( obviously ), and I was always wondering what was the deal.
Thanks again for enlightening me!

Doesnt it depend on the angle you move to the side?

Ye Im saying if that 5.3 degree angle was different, your foward speed would change right? I mean no-one is going to get the perfect angle ingame are they?

The angle is determined only by the ship's cruise speed and the strafe speed. If you don't keep the perfect course you'll see less gain in distance.
Of course it's impossible to maintain the exact course. I usually use the space dust to determine the direction of my ship.

Usually, whoever you're chasing will move around slightly, which means that if you fly "perfectly" you'll gain more than those 1.5 meters per second. This is even more true in asteroid fields and such (Although it's pretty hard to keep using this trick while dodging rocks. It's probably better to focus on avoiding rocks with minimal movement instead).
