That's bot/bat usage by the NPC. They have a limited supply of those which they will use if you don't insta them. The amount of bot/bats should probably be reduced.
Adjusting the count and loadouts of NPCs in general is on the list as soon as I'm done with adding shields to the hitboxes. This will take time however, it's a lot of work.

For some reason, the Irra patrols in iota are faulty, the irra itself does not shoot but the escort does ( this could be a glitch as i only had it once )
There are no Irra (cruiser) patrols in Iota. I have checked the gunboats and found no anomalies.

I guess it's a server wide issue. Downsizing the numbers of the NPCs is what I'd propose as a solution.

Completely agree with this, not only is it annoying and boring as hell fighting NPCs, it's detrimental to player interaction, if I actually manage to stop a trader while the lane is down (which isn't often now as 100% of your time is spent fighting off NPCs and not making sure the lane stays disrupted). Then I can't interact with them because if I sit still for a few seconds I'll be toast.
If the NPC spawn rate remains the same, then yes, I will pirate in a cruiser, at least then I can interact with people.
Transport NPCs are retarded too, they engage immediately and don't try to flee, then when ship they're supposed to be protecting leaves, they stay and fight you for no reason, idiotic.
