The actual Spyglass array hardware is supposed to be rare as hell. Only a few groups have access to it and/or successors based on that platform -- notably, the LSF, the Hellfire Legion, the Order, and the Vagrant Raiders. Considering the Spyglass Scanner is supposed to be the game-mechanics representation of said rare technology...

I'm gonna have to go with a nope on that one.
