That is right, important is who the people in game are. Quantity doesn´t always mean quality. For example I was ingame last night in time when there was like 40 people on server, and playing in Rheinland (known as "almost dead like Kusari" piece of land). Yet I had two good RP encounters during two hours. In times when server population was more than 100, I sometimes didn´t have good RP encounters for days, despite I was flying half of the Sirius (excluding Liberty). So people should not give up.

I'd suggest it's the lack of originality.
This game has become just another PvP game and there are so many others out there that do it better.
'Freelancer' was anything but free and yet people queued to play. Character restrictions ruled the day.
Now you can do anything, go anywhere in anything you want pretty much. As this became the norm, more rules had to be added to govern the grey areas because most character restrictions no longer applied.
Where they did still apply, certain groups somehow managed to get these prohibitions removed from their ID's.
Suggestions of 'Who you know and not what you know' ran rampant and still probably do..
The death of the ID.
There used to be a PvP server that ran alongside the RP one. It was often empty. The players there whinned a lot that their server was empty and why couldn't they PvP on the RP server. Well now they can and some of them still do. So now it's becoming like that old rarely used PvP server and we find this discussion cropping up....again.
Then theres the balance. Some factions saw their tech get degraded whilst their RP enemies became more powerful. Some, starting at a disadvantage, saw their enemies become far more dangerous rather than less and simply gave up asking for the balance team to look at the situation.
Promises made by devs quickly forgotten, at least by them, but certainly not by the factions they made them to.
Suggestions that certain persons with influence had (and apparently still have) vested interests in these fast improving groups didn't help but that's by the by.
I can't see it recovering as long as it pursues the same element so many others do out there. It's not a big seller, it's niche. Everyman and his dog has a PvP game on his system and 9 times out of 10, it's FAR better at it than Disco. We can't compete and probably shouldn't try.
You should stick to what made you unique and just make THAT better. Not this poor shadow it has become.
i'll admit that i havent been going on as much due to it being in beta right now and the expected rollback incoming. after that i, and probably everyone else, will back on.
instead of balancing things by making everything the same, balance it by making everything different:
for example, guns. don't have every single gun doing the same damage, same refire rate. its ok to have a faction that their snubs are weak to one of their enemies', as long as their gunboats are stronger.
for example mining. dont have the same drop rate, and the same sell prices, have insanely high drop rates but very low prices.
i think that the commodity prices should have a 0 removed from the end, to cool the economy, and maybe have ship prices double.
remove restarts is a good idea, or at least make it so that you have to have 50million to restart that character - grinding up rep contributes to faction activity
factions that need players should cough up cash to the Angels, for them to act as recruiting agents.

it's still possible to trade said commodity so they'd just find somewhere the price is still high

it comes down to $/min. in penny, you can mine helium, and take it up to kusari. sell price isnt insane, but the drop rate means that you are spending less time sitting still in a system pewing rocks (boring, also more likely to get a sudden attack of pirate-itis), and more time flying and running away from pirates whilst moving towards the objective. i vastly prefer penny mining cos the drop rate is higher, and i can spend more time being a space-boat captain rather than playing asteroids.
yes, helium CAN be bought, but the point is to get people working together. a fast fill for a slightly lesser buck is better than a slow pewing of rocks until boredom sets in.
