Stagnant development
The Imperium seeks to explore and chart more of Sirius as a top priority, accomplished through its Frumentarii. Next comes further investigation of the inhabitants of Sirius and their societies, histories, technology, and political situations. Afterwards, technology will be obtained for reverse-engineering, be it through diplomacy, or more subversive methods. Finally, basic diplomatic relations will be established with possible allies or client states near Inverness.
Phase II: Commercium et Culturae
When there are capable ships, the Princeps Numerarius will open up trade relations with various factions in order to bolster the Fillii economy, strengthen diplomatic ties, and continue exchanging technology. A side effect of this is spreading good Fillii culture to the unwashed barbarians of Sirius, showing them the way of civilized peoples. In time, this will help to prove the legitimacy of the Imperium as a regional player.
Phase III: Potentia et Incrementum
After having established itself as a regional entity, the Imperium looks to expand beyond the jumphole of Sicilia, and start holding territory in Sirius. Inverness is first on the list, with the local space stations coming under Fillii control through either peaceful or violent means. Alternatively, the Imperium would look favorably upon the construction of their own station in the region, provided it is properly taken care of with necessary facilities. When Inverness is secured, the Imperium will sign treaties with other factions to gain political support in its endeavours. Local territory which is weak enough to be exploited may be conquered and added to the Imperium, or converted into client states.
Phase IV: Divide et Impera
Once the Imperium has gained enough resources to become a regional power and have a powerful standing military, it will begin large-scale military conquest of any who refuse to be converted into client states. Mass executions and intimidation tactics will be used to keep the immediate post-conquest population in line, and conversion of local culture will begin immediately. Protection against external and internal threats will be provided en masse when available. Martial law will be imposed upon the populace in all conquered territories until order has been restored and the population begins to accept Fillii culture.
Phase V: Pax Filliana
After the mighty Fillii war machine has conquered all in its way and the Sirian populace has successfully adopted the single, monolithic cultural identity of the Fillii, the ultimate goal set by the gods will have been achieved. The legions will put down their war drums, and be converted into a domestic force for good that protects the well-being of its citizens, and the power of its dictator.
The house and systems you mentioned is established in the fluff, but not part of Sirius. The presence we would have in Sirius would be akin to Rome, and having a large outpost in Britannia. Same thing.
So no, it wouldn't be a full on new house that would take control of all systems described. Though inRP that's what we want. Just a faction trying to carve out a presence in Sirius with diplomatic savvy and underhanded cunning. Also make note of the technology section and gap. We are extremely far behind in technology from anyone in Sirius, so any attempt to control more than a handful of systems is not practical.
Why hate Gallia? They clearly outmach, outgun and outnumber you why go on the wrong side with them? Wont´t be whise to make tem mad with you. Or is this just a fashion to hate Gallia? I just don't see any reason to hate them so far.

Their dreams of totalitarian rule over Sirius do kind of come into conflict with the Imperium's wishes. In this case, the Imperium won't actively engage Gallia, seeing as how there is no declaration of war in order. But it would take a miracle to have any semblance of cooperation between the two. Not to mention Gallia is rather bogged down in the war with Bretonia and Liberty, so it is doubtful they would devote more resources towards engaging in hostilities with us.
I'd honestly like to see this new faction meet the Outcasts. Since that criminal house is based off of Italy, the two factions would share much in culture (at least), and even politics (at most). Still, Outcasts might trick them into trading for Cardamine, which can have very large ramifications in many aspects of Imperium Society.
As for underdeveloped tech and training... Personally, I find this distasteful, though understandable, especially if the Imperium didn't find any traces of artifacts in their core systems. You'd think 600+ years of civilization development would make the Imperium branch off to another technology-path not following Sirian tech.
Overall, this new faction intrigues me. While I could argue about the placement of their connection to Sirius (just look what happened to Gallia... Remote as [A.D.M.I.N. Censored]), this looks like a nice base for a new house to be developed on. Just add in other intra-faction companies, "criminal" elements known in the Imperium, more details as to their core worlds, some (primitively-)new tech and ship-designs, and it'll be a good house-kickstarter.

Thanks for the reply. It certainly would be interesting to see them interact with the Outcasts, although considering the Imperium's zero-tolerance for any violation of their culture (such as the Outcasts' immorality), things might go sour quite quickly.
And while we would love for it to expand so quickly and so widely, much of the fear I have with this faction is getting enough suitable people to be in it. But I'll be constantly changing what's been written and adding new things, seeing as how there's plenty of things that either need to or should be changed.
