I have been meticulous in my orders to all TAZ members regarding the following of both LSF and SA regulations while trading in Liberty. The case of the Wanchu.Pinchu has placed us all on "pins and needles".
Therefore, I am extremely curious regarding this recently-intercepted transmission from Admiral Woolsey regarding Zoners:

I believe you may be mistaken. My superiors rank is that of Fleet Admiral, not of Admiral. I have no power to overrule the declarations of Fleet Admiral Woolsey, and if you have been granted access to Liberty comms, you shall be able to already see documentation of the Vendhyan incident.

Possession is perhaps the wrong term for Congress to use gramatically. Possession implies the person has actual ownership of the vehicle, which of course is false since the crime applies to the theft of vehicles.
I don't believe it is illegal to like other people, sir (although I have heard rumours of regulations forbidding snuggling in Zone 21). There are, however, faults in IFF coding chips causing electromagnetic discharge faults which, through little fault of the owner, cause ships to display faulty IFFs. Currently, Ageira Technologies laboratories are hard at work to remedy this, but for now, it is a problem we must only ask citizens to try and remedy at their nearest police or Ageira station.
I am one of the offenders of this rule, using nearly all liberty vessels with police or navy AFF and freelancer ID. I was a mercenary escorting traders and other ships before the ban and have always been a staunch supporter, friend and defender of liberty forces. However, I wish to remain an independent while still supporting my home. The problem is that I become a criminal because of these fines. I personally would not pay them because they are ridiculously high which means that I would also be KOS.
To fix this problem I propose just changing a little of the wording. Maximum fine of blah blah blah. Not just a fine of. This way it leaves it to the discretion of the forces implementing this code what the actual fine warrants. This is the best way I can see to keep both sides happy. Now you will probably not get fined 150mil for an infraction but if they catch you doing it with total disregard or repeatedly you may be out of some cash.
Also, it is true that militaries do sell their equipment to Joe Blow citizen, especially in liberty (USA). Flying my liberator is a lot like me driving my ancient crown vic, or perhaps a collector buying a surplus tank. However I cannot see a Liberty citizen flying a Kusari Dragon or bomber. Do you really need to be fined for being in a ship that most likely would be on the surplus market? Fining someone for taking advantage of this or making a general a$$ of themselves would be completely reasonable. That would go along the lines of impersonating a police officer or Military personnel.

Sir, it is not I, but Congress who makes the laws. It's merely my job to enforce them. If you have a complaint about our current legal system, it is your constitutional right to write a message to your local representative in Congress showing your complaints with our penal code. However, the law does not care whether you like it, sir, it only cares if you obey it.
As for your Liberator.. sir, I am a Captain in the Liberty Navy. The Liberator is a relatively new and experimental line of police ships only recently implemented into the LPI's fleet. The only ships we sell as surplus are many, many decades old. The odds of the LPI selling such a valuable piece of equipment to a civilian are miniscule, especially considering their status as a private corporation.
If you are using Navy or Police IFFs without membership of the Navy or Police, I must ask you to cease and desist from this and obtain a Freelancer IFF. I must also ask you to explain how you acquired your vessels, and if we find that you have not lawfully acquired them as part of a special contract, we must ask you to return them (at no financial penalty) and acquire a civilian vessel or apply for a contract to use these ships to serve Liberty in exchange for amnesty.
Also, I am quite befuddled by your use of the term "capwhoring" and "PVP". PVP, to my knowledge, is a term used by users of hologames to refer to interclient combat, and I would be concerned for these alleged "independents" mental health if they believed this to be an online game.
Also, the concept of prostituting a capital ships, as I understand it, is both mind boggling and disturbing. If you could explain these terms to me, I would be grateful. We Navy to aim to get with the "lingo" of Liberty youth these days.
I have purchased a BPA nomad licence. I consider myself as working for the CRI when i transport nomad brains to cambridge. I do not deal weapons, i do not live in Liberty anymore. I hope you will no shot at sight a Freelancer during his way back to Bretonia, because i have not your 5 millions - a licence price that is twice the price of my ship !
I think that, as our piloting licence, one is enough to prove that you know how to pilot. Are there any "Interhouse laws" ? Or will I need an lawyer to help me ?
One question : how the arm dealers are supposed to sell nomad weapons ? I do not see how a buyer can mount the weapons freely unless he leaves immediatly Liberty or add 5M to the price of the weapons purchased.
Hope we will find an agreement because i do not play Lottery and i don't expect to win the jackpot.

As chief diplomat for the Grau Family I must state that the reduction of hostilities between our family and the House of Liberty has proven to be a great benefit to us. Being able to freely purchse medicine and food from Manhattan is of particular use to us in the uncertain times with our head, David Grau, in pain.
However one point of interest that will cause potential problems for us is our interest in artifacts. Recently I was able to pass through Manhattan space with alien materials for joint research between our family and Interspace commerce. Being licensed to carry Nomads has been a great way for our family to achieve our goals while avoiding uneccessary conflict with Liberty.
Now, as mentioned before we have a great interest in the artifacts of Omicron Theta. These artifacts are a good distance from Nomad space and are primary non-active. We of the Grau family understand your main reasons for not allowing artifacts is due to the potential of them being dangerous and the fact that they support the Corsairs. The artifacts we obtain are harmless and are obtained by my ship in a scientific manner from their source directly.
Your law mentions, as I have read and understood them, that unlicensed transport of artifacts is a crime. Being as we have a lot on our hands now we do not need nor desire any conflict with anyone, but we need the funds for the reconstruction that must be done in the wake of the attack on David Grau. Will the fact that we have purchased a nomad transport license allow us to carry artifacts? If not would you allow the Grau Family to obtain and transport these artifacts to Liberty? We could use the money and would, in actuality, be just bringing old remains of an ancient civilization.
Think of the potential this could bring for Manhattan! Museums could be spawned to house these artifacts and they would, in turn, bring tourist traffic to them and that traffic could further enhance Liberty's economy! Manhattan could boast that it is the only place with the ruins and artifacts of civilizations past!
Now, if you would allow this for our family we would be willing to work with and work under certain restrictions. We would allow you to do your own scan of our artifacts and confirm that they are not active, nor obtained from Gamma. We would further be willing to submit to restrictions on the number of shipments we could bring per day..or so. Say only one shipment, per day or per week. Also for the record a typical shipment, as we would estimate it would be approximately 4200.
Being as the exact details of this are highly classified we would like to discuss this with you further...in person. Please contact myself or Klaudia Grau with your response. If you wish to consider this, with or without restrictions we would be delighted. Please note that payment for licensing is something we are willing to do, provided it is reasonable.

Once again, religious persecution rears its ugly head in Liberty.
I am currently stranded on West Point with a damaged vessel and seriously injured morale.
Now, while the food here is barely tolerable, I find it an insult that your "valiant" Naval Officers have chosen to persecute me for the possession of my single personal copy of the Principia Discordia.
An extremely overzealous (and quite pompous) Officer by the name of John Talon refused to listen to my very reasonable arguments for religious freedom. What is even more galling is that I and my fellows have had this same conversation in Liberty before with both SA and LSF units, and have been granted our religious beliefs.
I was even willing to pay the measly 500K fine for this "infraction", and to match it with a generous contribution to your Widow's and Orphan's fund, sir; but this twit Talon insisted that I drop my Principia Discordia as well. Said Principia, I migh add, was personally autographed by our Episkopos, and has great spiritual and sentimental value to me.
Now, Admiral Woolsey, what do I report back to my fellow TAZ members? That I have paid my fine, and have been allowed to follow the tenets of my Religion without this vile persecution? Or conversely, that I have been damaged, fined, persecuted, and hauled off to Sugarland for the possession of a single Holy Tome?
There is a third option, Sir, but I am loathe to suggest it, and I am sure that you would be equally loathe to experience it.
