Balanced or not, and even with Dauphine as BW system, Auvergne should also not be House Space. That Clermont infocard's "Extended Core Worlds" list applies less to Auvergne than it does to Lyonnais. Even if the list was accurate, this system is the least populated, most undeveloped (aside from Provence), and is a hotspot for unlawful activity.
PS: Maybe create three categories for Gallia? Gallia House (bold), Gallia BW (italics), Gallia Independent (normal)

Yes there is a base in the next system, that doesnt mean they should be fighting there. Also, pew with the Hogosha shouldnt be a better possibility, unless this whole process is guided by pew instead of RP. A quick discussion of this with almost any knowlagable Xeno player will quickly tell you that the Xenos have no intrest Shikoku, none, nada, ziltch. The idea that the ID was changed to inhance pew between two factions that shouldnt be pewing in that place seems alittle problematic.

Yes the conflict between the Xenos and Hogosha was in Vanilla, and it was small and it was only in Liberty. You do a disservice to the Xeno roleplay if you take them into other houses. They are xenophobic isolationists. they have no intrest in anything happening in Kusari, they have no desire to go into Kusari and of course they have no desire to get involved in the Kusari political scene.

There are many things from Vanilla that are no longer valid. Many things and many conflicts have changed. The storyline development team has for many versions of Disco now, let any conflict between the Xenos and Hogosha go out the window, now suddenly it will be back with a vengence. And why? Not because of any change in the storyline, soley for pew?
Final Final edit: In fact as the Disco Storyline has removed all reason for the Xeno-Hog conflict, ie, the Hogs moving Arties into Liberty via the LH, why would they be fighitng in the first place? Especally if the Hogs arent regularly coming to Liberty. Fight just for fight's sake, seems lame to me.
I dunno what all this fuss about Xeno's being able to raid Shikoku is. Yes they want to keep foreigners out of Liberty, but taking the fight to the enemy is a valid tactic. It's not like we've never heard of terrorist organisations launching attacks against Countries (so houses or factions in disco), who's presence they want out of their homeland, on said countries home soil....

It's like a US militia group, fighitng for the purity of the US, going and bombing France to stop French wine from coming into the United States. It's like the KKK attacking the Vatican because they don't like Catholics in the US. The Xeno's have a much bigger beef with the government of Liberty. It's like the FA going into Liberty to hunt down Synth transports. It just doesnt make sense with the long standing RP of the faction. An argument can be made for any faction to go anywhere in Disco, but those days are long over. Lets not go back to them.

It is the difference between nationalist terrorism and and what might be called religious or ideological terrorism. Al-Queda or Hezbollah don't have a single country they are affileated with or are protecting. Look more along the model or nationalist terror groups and you will find the roots of the Xenos. The KKK in the US, the Basque movement in Southern France and Northern Spain, The Tamel Tigers of Sri Lanka, The Irgun and Lehi in British Mandatory Palistine, and the IRA in Ireland.
These groups are and were nationalist terrorist orginizations and they were and are focused on liberating or causing specific conditions in a specific area. These group are much more consistant with the Xenos than Al-Queda groups would be. These groups wouldnt go looking for a fight that does not have to do with it's goals and is not in it's area. British companies go into Southern France and Northern Spain all the time, but that doesnt mean the Basque would target them all in England and certainly not all over the world.

A very fair point. I admit my knowledge of Xeno RP isn't my strong point. However I still think there's room for people who want to RP an element of the Xenos who decide to hit shipping etc in Kusari space before it hits Liberty is an option.
