Common problem, I guess. Mercs have no particular restriction in equipment questions, so cases like that happen sometimes, if not very often.
My opinion is that Mercs are free to use any equipment, but have to stick to the same manufacturer and try to exclude taking bounties against those. Mixed setups is like taking the best from all. Neither RP nor fair (nor-fair, norfair... Metroid anyone?).
The best thing we could do is of course merge Merc ID with Freelancer ID. They are basically the same. Before 4.84 the Merc ID was sorta a Freelancer ID above lvl 40 though, so I'd say we merge those two.
In my opinion, they can use whatever they doodle-well please since you don't actually know where the Merc is from. Just that he's a merc. But in the case of the screenshot, that's just screwed up.
my merc (flies a kusari bomber, as most people know) has a supernova, inferno and 4 arches. i havent taken a single contract on an outcast, (the only ones i do take on are the indy ones, with no ties to any faction), but i do take contracts on hackers, rogues, and any such ally. i will gladly take a mission on corsairs, and such, and due to a contract with the SA/LSF, i help them whenever they need me, for a fee (obviously. i aint free:P)
when i did see that loadout, i was kinda surprised, but i didnt say anything, cuz hey, i dont comment on others like that. but seriously, there should be a restiction to what can and cant be used on a merc too.
then why did prosperpine help take out our RoS's expeditionary fleet? You helped a BHG destroyer take down 3 of our fighters in alaska when we were on a raid. We would NEVER sell you that equipment. If we see you agian you better run.

This problem again? Would of thought it would of been cleared up by now, we have several thread about it... Oh well, time to re explain.
When creating a merc, you should at least stick to one side and stay there. Example; If you chose a Blood Dragon Bomber, stick to Outcast/BD weapons and go with it. Not try to equip Corsair and Lawful weapons, that's just considered OoRP. Bretonian Bomber maybe? Stick to Lawful weapons, not try to put stuff that a normal Bretonian pilot wouldn't have.
A Merc ID is -not- a 'do whatever the hell you want' card, something like that above should be considered OoRP.
