I just realized a bit of a problem with the Liberty Navy ID - it can enforce Liberty laws and engage enemies of Liberty, of course, but the ZOI includes Bretonian systems.
It should be modified to something along the lines of "can enforce house law" within their ZOI, because they should be enforcing Bretonian and not Liberty laws when in Bretonia.
The problem here is obvious as Bretonian and Liberty laws differ considerably, and right now they could, for example, engage Rheinland corporate ships or fine Junkers for flying pirate trains in Bretonia.
The line in question reads "Can attack ships which are in violation of Liberty law or belong to a house or organization considered hostile by Liberty within their Zone of Influence"

Wow. Just so I'm understanding you correctly here. Are you saying that someone should be sanctioned for following the letter of the law when common sense indicates that he should do otherwise?

I'm saying the laws of Liberty do not apply unless you are actually in Liberty space, so if a Navy starts enforcing Liberty laws in Bretonia, something should be done about it, FR5, or whatever.
E.G. Liberty Navy spots a Pirate Train in Bretonia, that guy is not breaking the law unless he's flying it in Liberty space. So if a Liberty Navy players pops him, he should be sanctioned etc.
Not sure whether you mis-read my post or I didn't explain it clearly...
