Havent got to details , but i like the concept. I would try to summarize. This is sketch , just to quickly comprehend how idea work.
Bases can choose among 3 types of upgrade perks.
1. Base itself (stronger hull , platforms fperformance better , less maintenance consumption etc...)
2. Advanced equipment (perks for products of various factories - for instance cloak mk II advanced + spend 2.5 fuel per second instead of 3, ligter cargo for docking bays, less scanning time for scanners, lesser fuel for hyperdrive)
3. Commerciall perks ( more cargo hold per depot, less materials for constructing or something like that...)
Those perks should be carefully organized that you cant never master al 3 trees in one base. So you have to chose what base style would you buff up slightly.
That would make base more exclusive and unique with their RP behaviour . You can produce docking module on your base if you like , but one who has perk lighter docking modules will be in more demand than you , and you cant have everything.
This is my contribution in general idea. Philip i think that your suggestions are very good. IF comunnity apporoves and dev team can achieve it i offer help to organize those perks trees from more acessible perks to most hardest to get.
