So if the base tick has been changed from 16 to 20 seconds, that would consequently mean that also the rate at wich commodities are consumed is slowed down. Right?
No, the 16-second consumption rate applies to construction. The 20-second tick applies to wear and tear damage or general damage repair.

Last time I looked at the config files there were no consumption rate changes. That said, I have not looked at them since they turned the bases back on. I'll see if I can find out if there were any changes and update the guide to match.
