But if he is reporting the guy, he already knows the context behind the interaction. Surely it would be no surprise to him if the resulting sanction would be either a hard slap or a warning.

I hope you weren't that Pirate Train in NY last night that thought because someone used a trick you considered him cheating and thought it was well within your rights to ignore 3.2 because you thought someone else was breaking a rule.

Nope. Last time I tried to do something like that, I got slapped as well. There is absolutely no excuse to break a server rule if the opposing party did (sadly).
Although it would make sense to kill an OORP lolwut even if your ID does not allow you to in order to prevent them from harming the gameplay of others. You probably know which RH cruisers I am talking about, in Liberty.

RP is malleable, if my DSE spots a RH cruiser sporting an ID out of its ZoI, I can make up the RP via "Can engage hostiles attacking a fellow trade ship" So what if it is a NPC Gull? It's RP, screw him. Bring all the transports to gank him.
EDIT: RP is what you make of it, so long you abide by your ID, anything is possible. Just don't break the fundamental rules like re-engaging/trolling/Lack of engagement notice

Well, in my particular case it was killing someone over and over again so they could not shoot up people in NY.
That was a long time ago and I think I got off with just having my guns removed, so I think it was more of a formal punishment just for breaking the rules, rather than having done something bad. You know, because breaking rules is still breaking rules.
