People complaining that I am using a ship, which can be only bought on a base belonging to their enemies.
This is a game limitation. Can we treat setting up as an OORP process during the creation of a character.

I stole it is a great way to resolve it - other alternative is to say the Junkers salvaged and sold it. If its kursari say where junkers are not allowed say they pirated and stole the ship or something.

And that's when their bank account gets lighter, or their equipment disappears.
I also use the Recruit ID to set up ships with "complicated" background, or buy/change IDs. That way I am ooRP completely, and I have to be ignored. For example, if I want to set up a Council Pachyderme; that ship is sold only on bases hostile/unfriendly to the Council, yet the ship has no core nerf with council ID, and no inRP reason why they cannot use it.
If you don't want to RP the acquiring of the ship on the forum, the "I stole it", "found the hull adrift and my crew/friend fixed it" is supposed to be enough.
I usually can't be arsed to spend credits on a brand new ship and rep it for hostile base then buy ID then be all oorp n stuff, I simply forum-buy the ship I want to use, then create a new char with /restart access to the ID I want then get someone to help me move the ID in conn.
I get people poking me, for example, on my Xeno, when I am using a, say, battlebison or a mamooth or a pelican. They tell me that I could not have gotten the ship on a Xeno ID, because it involved docking on a hostile planet. That it is abuse of game mechanics and oorp or whatever.
Thus the question. Can this be countered that setting up a character is an OORP process.

Sindy, you can already set up your battlebison with a Recruit ID, doing so already counts as an ooRP process. Anybody yelling at you for that is either stupid or misinformed.
