1. Has -kind of- been done, but I feel it was pointless with making the gates guns hurt more or whatever they did. Needs to make more areas where traders have to pass through and hopefully will create more interaction. I still stick by the 'Its not the scanners that are broke, its the amount of players we have here'. We just simply don't have the player base that we use to, and are now wondering why we dont have interactions like we use to. It makes it hard to find someone most the time, regardless of scanner choice, when there are 75 players spread out over the map. Most moving between systems.
2. Cant be done. It's not possible to define different classes for different scanners. Well, not unless someone writes a whole new plugin for it like the engine one. Which quite frankly, the time could be better spent fixing other stuff in the game. (IE: The lag problem)
3. Possibly the same issue as 2.? If not it could be something else worth looking into.

Look at it this way - Comparing it to the items that we have in game now that would use the powercore of a ship, such as a Jump drive.
Battlecruisers, Battleships & Carriers: 100% - They are meant to use it after all, right?
Cruisers: 90% - Not as big as the above, but still wouldn't drain all the power core.
Boats and transports: 75% (I would like to see transports at 50%) - These have a fairly average core, and a fairly average nerf. Can't run it at full capacity by any means so the power core will take a bit of a hit.
Everything else: 10% - A fighter being able to operate one? Not gunna happen without taking pretty much all of the power.

Completely agree with what Jack said.
What's the point in a roleplay if we have so many restrictions? Not to mention popular opinion is against these restrictions. Why is it we, the player base, receive so many bad changes that only serve to damage our gameplay?
Hell, why is it devs implement something that even they themselves see as bad at points? It just doesn't make any sense.
Whatever happens, I seriously don't think Transports need more advantages than they already have. Godmode 25k Scanners will destroy piracy that is already woefully uncommon. Either that or it'll artificially inflate pirate demands due to the added difficulty.
I don't think anyone on any side wants that happening.

The thing here is, transports can, and are using them now. Its adding a slight disadvantage to the scanner for them. Not much, but it is.
It isn't giving them any more of an advantage then what they already have.

Yeah. That's not needed.
So... equal chances for everybody.
Everybody can equip it.
And to decrease the effect on those who do not have it, reduce range to 20k.
Rename the stupid thing. Who defined anyway that only BS can mount it? The ingame name? Logic? Lore? Look at how technology has changed in the last 100 years. Why can't scanners that once took a ton of space now be smaller? The first computer needed several rooms. Today a wristwatch computer has more power than that first monster. Hm.
I am slowly really getting pissed off by the "You cannot do this, you cannot do that" says the Roleplay-Police Lancer.

In vanilla freelancer (~800 AS), everyone had the same low-end scanner with range of a few K, and presumably battleships had something a bit more.
That means in 21 years, scanner availability for ships has quadrupled in range.
My google glass mk 193278952980475 can scan everything within the surrounding 12349958 parsecs while fitting on my face! Neat, huh?
Lets be real here, the lore says so - doesn't need to make sense, never has done in fact. If it was really a priority, loads of discrepancies would've been fixed by now.
That said, I don't see why a trader that invests hundreds of millions in equipment shouldn't be able to make use of that investment to escape pirates. I mean, if a trader chooses to use his cargo space and hundreds of millions to go to the very extreme of piracy avoidance (Spyglass Scanner, Cap VIII, Cloak + fuel) then why not? I think people are forgetting that it's grossly unfair for such investments not to pay off.
It's already unfair that unlawfuls get to use trade lane and jump gate networks.
