As long as they're sieging it, I personally don't mind the Congress taking a somewhat hypocritical stance over this issue.
Consider this as actual positive feedback, though, since AFAIAC anyone, anything and any faction that messes with jumphole blocking scummy bases is a plus. Rayburn is bad, sure, but Judge Border Station One would be much worse.
I have taken the freedom to just remove the last ~20 posts here, lets just pretend they never happened and I wont have to hand out slaps left and right.
Maybe, just maybe you have a look at something that has been pinned in this subforum for a very long time, but somehow gets forgotten again and again.

I'd like to raise the issue that your faction is spending more time supplying bases in PR and Iverness as well as jumping for Cardamine, rather than being actual Junkers, you know, debris salvagers, smugglers and shady people in general. Half of the times I saw your members, they failed to respond to verbal roleplay, most likely due to being AFK-cruise-trading.
While the time you most play in can be due to timezones, your members' idea that faction is very beneficial for server activity is far fetched.
Last time I brought these issues I was kindly asked to show evidence, though I did not as it was mere observations for the last year. Now, I bring you statistics obtained via proper means.
I hope something good might come out of this feedback.
Being recently returned to the server for barely a week, and just flying for fun, I'll state simply that most of my time on my junker ship has been mining scrap in Texas. That's both for storage in PR plus filling up other ships for runs to Alpha and so forth.
As for smuggling, I did that last night., bringing a load of cardi to Manhattan. I will say, however, that it was somewhat sad and disappointing. No one was around when there used to be multiple LN/LSF capitol ships parked over the planet and 2 or 3 LPI scanning everyone that flew by. *sighs*
Now, it's my understanding that this past week has been a no jump time period - not really up to speed on the jump issues other than jumping was modified with ship size restrictions. Anyway, most of what I've seen have been junkers hauling scrap and smuggling in the past week. That said I'll grant that from your POV it's more conjecture and supposition and from my POV it's a limited time in space over a rather short period of time.
I suppose I'll just agree to disagree and issue the caveat that in my return to playing the game I have no leadership role within the Congress. I'm just a returning veteran of the group.

I'll start by saying that being egregiously frustrated by somebody's timezone is quite obstinate.
Those figures would indicate 28.06% of our time is spent in systems where we have a total of five stations. Our current efforts to lessen those needs (and expand time for other work) aside, that number of stations is a remarkably large body of work that still 'occupies only a quarter of our time'.
Regarding POBs ill add that alot of our 'supply routes', especially in the Bretonian sphere, are transports running high-risk or contraband goods to be sold at markets. The stations operate on scrap, smuggling, and dirty dealings like ye mentioned.. much of the work done is not mindless low-risk isolation work, and the goal in mind is to create even more traffic and interaction opportunities in the area.
As far as activity areas go.. all but two systems are <10% and those two are <20%. I would say this is similar, or even more diverse than most other factions. Outcasts and other criminals generally have favored 'home' systems [Alpha] or areas of operation [Corse in 23] that drive up a few systems percentage, House factions areas of activity are skewed in this manner even more so. Corporations are more diverse, but those with headquarters (POBs) still show a focused operation there. Five stations is no joke, and even without considering the massive body of work required there the diversity of operation is still quite decent.
I wouldn't agree that our activity is overly-focused, especially not in isolated areas. If you are running into afk-traders or those who wont interact willingly, thats a terrible problem and should be rectified. I would never encourage such behavior or make it a habit of my own.

I've been in the congress for like what, 2 months already? 3 perhaps? I only jumped once with them. I'm active at 04:00 GMT when most Congressmen are on TS, and I'm always in if someone wants to jump (I've loved it since .86). Yet, I've only managed to jump once, no barges, all sallies.
