Well, please don't murder me for saying this: But I was on another server once and the barge was for sale on the battleship missouri. I'm guessing that it is sold by default there because the ship ID's have been reassigned and the ship dealer is selling the original vanilla ships there, which have now been changed around... Or I'm just talking a boatload of crap.

Actually, I docked on the Missouri while on a Starflier once, and there was a Barge for sale in the ship dealer. As I did not have enough money to buy it, I left the char docked there just in case and went on another char, then came back. The Barge was still here. However, that was fixed by the server restart. It was during 4.86, though.

Not just everyone can construct a behemoth such as the Barge, you'd have to be a coorp(construction) in most cases.

At least, that's my take on things. Materials. Materials required everywhere.
