Penultimately, it falls on the Congresses shoulders as to whether they wish to develop relations with the Hellfire Legion (Drakes Wolves). Whether either side speaks for the entirety of their respective NPC factions, that is a different question altogether.
Could've saved us all this trouble if HF had been deleted alongside RoS and Phantoms altogether when the previous player factions ceased to exist. That way there wouldn't be arguing about the gray areas of diplomacy left by these factions, in this case: Junkers and HF.

Despite hostilities, a "mutual agreement" still can be made if I'm correct, like "our shipping vessels will get access to your base to make profit, in return, we won't shoot you". Like a ceasefire pact.

The only thing I find confusing is the 'profit' in question.
How are HF ID'd ships going to make credits from ore trips? They've got nowhere to sell it, and they can't mine for it at a worthwhile rate (for selling on the PoB) either.
Thats the thing though...re-read the wording i used in the deal i am trying to make...you will see then how we can achieve certain thing's. If an agreement is reached then im sure it will make sense...i use certain words to underline that it will be a company.
EDIT: But yes even then we wouldnt get a good drop rate
I thought by "company" ships, you'd use DSE or other Liberty company ships, RP-ing they support you somehow (as Council is supported by some Gallic corporation pilots).
no...because we cant ally with them or they cant openly support us...so i was thinking freelancer's and miner's with generic miner I.D.. Far safer i feel, than trying to use pilots from main lib corp's. I know the drop will be so bad it wont be worth it...but then it would reflect HF skill's in that type of industry.

Just going to say: If you want to get official you need to use the Hellfire ID and nothing but the Hellfire ID consistently.

Just going to say: If you want to get official you need to use the Hellfire ID and nothing but the Hellfire ID consistently.
I'm actually going to counter that and point out that Official Factions are allowed to have a secondary ID under their tag, if it's a generic ID. However, that must be listed in the Faction Creation Request.
Note that the emphasis on the faction's core activity should be focussed around the primary ID. That is, you probably wouldn't manage to become Official just by taking mining as your activity focus using the Miner ID.
Edit: There's nothing wrong with having untagged Freelancer ID'd ships owned by the faction to act as intermediaries in shady deals. Do note that if they're not tagged, however, their activity won't count for the tracker, but if you tag the vessels, their allegiance will be a lot more obvious.
Ok something to think about and maybe test...see what the drop rate is for a HF I.D. mining ship as opposed to Miner I.D. and on the faction creation request can it be both Miner and Freelancer?
