In my personal experience, lower re-fire rates are just better on the whole due to the fact that they go well with faction 2.00 guns (take Magma Hammers for example), resulting in a high DPS (my 4 excals and 2 magma's do 16800 hull DPS) and they also teach you to aim, obviously punishing your core and time between re-fires if you miss too much.
Therefore, Heimdalls, Excals and Clays are the best bet in that area, or if you're feeling really gutsy then go for the 1.00 Archangels.

I basically just answered this, actually. A full 2.00 loadout certainly eliminates the need for debs.
