If this went into effect I would think the best way to balance it would be
Terrorist Ids:
May Engage Military and Police Targets.
May NOT Engage in Piracy
May Engage (Name certain Corps here) within (Name Zoi/Anywere clause here)
Pirate IDs:
May Engage in Piracy
May Attack Police in Self Defense ONLY.
Just my 2 cents on this.
By removing Piracy from Terroist ID's it would make them less apealing, seeing as you cannot demand cargo or credits from them only attack them.
But...terrorists aren't generally as interested in piracy so much as attacking and damaging institutions, corporate or government. But I think Vulk may have a good idea.
That's true most "unlawful factions" aren't "pirates" anymore but rather some sort of local HF versions, but hessians, mollys or dragons shooting lawfuls is totally legit thing inRP; it's rather problem with piracy being unattractive and with change of attitude among unlawful factions' players.
1. Pirate ID should have rephacks to all other pirate factions to disallow docking and have 75% with their tech. This is to reflect that noone wants competition, but still allow the tech for odd combinations or RP reasons. Obviously revolutionary groups should be fully hostile and disallow tech usage.
2.Allow them to engage lawfuls even without a demand. It's more stupid to be rulewise bound to extort combat targets than it is to be prohibited to engage them and create ooRP safety zone for lawfuls to rely on rule violation reports.

Oh. Pff. Same deal. ooRP safety zone should not be created for combat vessels. I'd say that having overwhelming force unable to dispose of lone lawful target is worse than havign those unlwafuls actively seeking interaction, even if it is PvP.
Prohibiting probable and decent interactions is counter-productive to community.
Idiocity is already prohibited and can be reported and admins, most of the times, deal with it properly.

Some are pirates! I've seen hessians and corsaires camped out in O3 extorting credits from transports!!
I don't get it, why are you trying to destroy the small activity that it's still present on server ?
Few months ago, I used to have a pirate ID ship, flying with my friends ... docking on rogue bases, pirating, killing navy's and so on ... now I have to use a freelancer id ship and wait for my rogue friend to hire mine in order to act like a liberty rogue. Why I'm not using LR ID ? Simple ... Roc it's nerfed to 90% ... why I don't use Barghest ? I hate it ...
What changed ? Not much ... it's disturbing ? HELL YEAH ...
Piracy doesn't exist anymore, there are just a few spots in the whole sirius where you can really do piracy ... but the main scope of the server right now it's PVP, that's why I'm still playing.
In 4.85 piracy was awesome, sitting in systems like Cortez / Magellan / California ... waiting for the pride, now you can sit there for hours ... no one will pass, not to mention about other other houses ... have you seen Maquis doing their job ? I didn't ... Gallia is dead (i mean, the house space).
Have you ever wondered yourself, why you see Outcasts, Corsair battleships in new york ? Simple ... their activity was constantly destroyed by the admins ... The server is dying ... and these long stupid ideas harm the gamplay even more.

He's not far from the truth.
Updates that are repeatedly in favour of traders and against the favour of pirates have tipped the scales so tremendously that piracy isn't the wonderful activity it once was.
What we need are the Devs to start looking into how to fix this. We've already had cruise speed buffs, however that's not enough.
Lyth, we need proper economy system with less delivery destinations thus creating fixed trade highways instead of having more than enough options to avoid them for the same profit/time ratio. This could be complemented by proper mining sites/systems/storage depots instead of current fields and systems spread all over the place.
