I don't want to go into motives of our little group though, so let's move on to the actual subject of this transmission.
Our crime-fighting activity also includes getting rid of smugglers. All ships hauling Cardamine, Black Market Munitions and Slaves are our targets and we indeed are successful with taking these down. The problem is, we don't always have the time or means to transport the taken cargo to the where it will be handled properly, and sometimes the amounts of them are negligible, but we still don't want to leave them in open space, just gather them and later transport in bulk to the nearest Liberty outpost.
The other part is that we cannot store all of our equipment just on our ships. We need space for this and stashing it around is just getting troublesome.
Therefore we would like to build our own base. We have the means and money to do it, and will do it against all odds. The difference is, whether we will recieve acquiescence from the House of Liberty or not. The base location will remain secret (it will be sent to anyone taking up this particular case, along with the name and initial base construction fee, naturally) for obvious reasons - getting pirates to know our location would be foolish, and I would rather save myself the pleasure of waking up with Rogue destroyers knocking at our front door, to use a metaphore.
To summarize, we are looking into constructing a base for cargo and equipment storage purposes and we understand the terms and conditions of Liberty laws (Section 2 Article 1).

As for the name and location, it's not yet set in stone, but both have been sent to you over a secure channel. We cannot guarantee docking permissions for each individual Liberty lawful vessel, but Primary Fleets will recieve clearance for docking and mooring.
Clearance for at least those three groups is sufficient. Also, should there be any last-minute changes to your station's location, do let us know immediately.
Having agreed to our terms and stated compliance with all relevant statutes in the Laws of Liberty, construction of your facility is approved.
