As for this thread: Bots/Bats feeding is totaly ok between snubs and it makes the fights more tactical and more fun. I suck, so I usualy get targeted right away. And believe me, nothing is less fun than 30 minutes of moving the cursor around the screen, making 8s or going from corner to corner while you slowly get eaten by some random Haste behind you. With bot feeding, I can get fed, therefore, someone else is a better target. Now, that you can dock in fight if you are 10k from any enemy ship, the tactics are ever better. Because one unfocused ship can feed and then cruise away, if it gets away, it can rearm itself and go back in the fight. THAT is not a scummy move from either side, this mod has got CDs, you can stop anyone anytime.
As for capfights: Just leave it like that. It is not worth the effort to change anything. I think it would be a lot of coding and a lot of effort for devs... about nothing, basicaly. Getting a cap to feed bb to snubs is a scum move, but so is ganking or full missile ships. You can either not do it and not get scummed by the other side next time, or you can do it and get scummed... whatever, your choice. As for transports feeding: Transport can get killed very easily by Novas or SNACs. If you let if feed, it is your bad.
