You bring up a valid point which, as I've only barely fleshed out the idea, I had yet to consider.
By necessity a pirate would want the encounter to take places as quickly as possible, thus minimizing the risk of getting caught.
Perhaps the idea would be more appropriate under the Freelancer ID, with a propagandist approach rather than a piratical one. (i.e. ask a pilot for a moment of their time to try to impart your ideals on them), but then it does lose a bit of the passionate revolutionary feel (spreading our beliefs through force if necessary).
I had thought that part of the fun would be in the absurd nature of the encounter, but as you point out such an encounter would be counter-intuitive to both the in-game and out-of-game wishes of the victim, and one-sided fun is hardly fun.
My main concern was ultimately whether demands that were explicitly for neither cargo nor credits are allowable, and the answer seems to be "within reason."
I think it is also important to make the demands reasonable. If the demand is unreasonable it could be just an excuse to kill all traders because they didn't fulfill your demands.

Indeed, was thinking something akin to Vogons in the sense that perhaps they don't realise how boring/irrelevant their demands are.

If you pirate me like that and I am not in a mood or if you want to RP for longer than 15 minutes. I will run, drop cargo/destroy/suicide or tell you //ooRP to bite me. That is lame really. If you want to RP so much make an explorer and start searching for RP encounters. Making others gametime shit only because you are bored is not cool, not cool at all. No offense of course.
Just a quick comment: my Benitez friends and me did this quite a few times(ok, especially on low level players) - we asked for jokes, stories, compliments or ridiculous items(such as fresh socks or something).
I'd say it was quite sucessfull - of course you meet traders that powertrade for cash only, those will ignore you but the others will have fun and play along- or at least try something. Note, that it might need a bit of inRP explanation of what you actually want, i met many traders that don't expect to not having to pay and actually get confused
