I fear you're comparing apples and oranges mate. Voice chat is a completely different beast entirely, it has it's own reasons why people are for it or against it besides RP reasons. It's a flawed argument to use that to try to prove your point here.
Same with your example of robbing people in real life... I don't even mildly see how that's relevant to our discussion here about OORP messages. Those two things aren't even apples and oranges, they're bullets and potato chips, they share no relation to each other at all...
I'm just saying, don't let something as simple and minor as // messages ruin the game for you. You're the only one in this thread who is making such a big deal over some OORP messages in-game, which leads me to believe that not many people view this to be as big of a problem as you're making it out to be.

To understand a matters background, the sideffects is one thing, but that doesn't automatically mean you also have to approve it.
It's also a question of the respect one feels for other players how he deals with a situation, and interrupting other players game-experience just b/c of fearing to get sanctioned is simply selfish and ignorant - to me.
About the, often lacking, knowledge of the english language I just can say, if a player wants to play here it's simply a MUST to have sufficient knowledge of the servers standard language - if you don't just don't play here.
That may sound hard, but it's a problem I run into every single day I play here and it really annoys me, also that just too many (new) players log on to the server without ever having visited the website, haven't read the rules, have no idea what Discovery represents etc. - and often enough also just don't care at all.
But as I'm usually a kind and helpful person I always try to tell them what they should know, as far as I believe to know better, or at least point them where to read about so that we all can have fun.
About reporting, in most cases, I think, is a respectful made comment via PM much more successful than just reporting them - in particular as Discovery is a pretty complex kind of mod/community that often enough owerwhelms the ones that play here, not just newbies .

Sterlin, it has been increased, that's the matter. You didn't see so many unnecessary "//" 's back in 4.85 and even 4.86. in 4.87 it increased so hard EVEN VETERANS do it, people got used to it and use it WAAAAY too often, yes it ruins it that's not a personal problem, because it's beeing done in Local and System chat you newb. I guess there would be no problem if everyone would just "/fm" and "/pm" instead. Since it's beeing done in Local and System chat, which everyone sees it and usualy it takes long until that sentence disappears and you're like "Ah, not again STOP ooRPing!".
It's not about 2 - 3 times, it happens alot and pretty much ruins the Roleplay.

They shared their opinions, and sure, they have the same basic opinion as you, but they didn't get so dramatic about it like you did. They agree with you, but they didn't get as dramatic and make it such a big deal like you did.

Oh, don't get confused, I can see things from your perspective, I can see that OORP ruins your gaming experience. However, I don't agree with it. I think that's a problem you bring upon yourself for letting something so minor affect you so much. I mean honestly, there's things much more annoying than that out there, if you let something as small as OORP get to you as much as you have let on in this thread, then life is going to be rough for you.

Right, just want to point this one thing out though. Sterlin if you have something against me simply PM me like most of people doing it.
