*snip* There still can be the Cargo size limit implemented for the PoB's, so only transports up to 5k can dock on it, there could be an check for the ship classes also on the flhook, just add the Barge to a new ship class that is forbidden to Jump.
People can always have an extra 5k'er along with the barge that unloads the barge commodities onto the PoB. Takes like 2 or 3 minutes extra. Why exactly do you want the barge to be stay put? If you can counter argue, do it with a good enough reason rather other than what the OP has requested not to.
Changing it's function and removing it's jumping abilities would be the first steps towards making it a more approachable and appealable ship to the people. In it's current form, it does not serve anyone apart from the ones that want to get hundreds of millions without any hassle and within minutes and for the PoB owners who want to keep an extended supply, or finish making equipments faster by jumping the barge with the required commodity.

Removing it's Jump ability, was already mentioned ago, and yes this should happen too. It should be easy though, but I do think that other changes on the Barge would not be necessary as it, without the ability to Jump, would serve it's original purpose.
I don't want any kind of Command Center or Battleship, a year later we would just sit here again and talk about the ship that it would be just too overpowered. To serve it's purpose as a Command Center, the cargo size would be reduced and it would have the ability to Jump for sure, to Jump in the system where it should operate and Jump out though.
I just want that the Barge stays where it is because I have an ongoing SRP about it, changing it's purpose would make any of my story invalid. Even though, the admins decided to discuss this on a perfect time (Irony).
I would suggest - Remove the ability to Jump, restrict it from docking to PoB's. This would do it.And without the ability to Jump, it's not such an big loss. What do you think the Barge Owners have done before the JD's were implemented?
The barge was, from what I understand, smaller and could trade using lanes. This was what barge owners were doing before the implementation of JDs. Or might be that, the Barge was introduced in the mod after JDs were implemented.

The Barge had just an other design I don't think it was smaller. You still can use the Trade lane if you fly the barge correct through the rings and press F3 in the right moment. But it is a stressful job. The Barge just looks that big, but actually it has many points of it's hull that just go through everything.

Also, I'm really wondered how everyone started to claim about their AWESOME RP in barges and that taking them away would be harmful to their Unique Barge Roleplay.
You know, I've seen like 15 barges over last year. Not all of them was completely silent, but each and every was hanging around PoB or ship with Jumpdrive.
Taking them away is pointless; changing them to something different is unnecessary. If a hole needs to be filled that the barge would fill after some changes, just make a new ship for that.
Sure, they're usually only used for profit. So are 5k'ers. Barges just require a lot more effort and time to use alongside the nifty cargo bonus. I'm not sure why devs are focusing on the apparent big bad barge epidemic when we have many other things that take higher priority. It's just downright silly. Stop.
