There's no required minimum activity any more. Nor forceful forum RP. There is a handful of official factions without ingame activity or forum RP that keeps their status. But really, make a new thread to complain about official factions, this one is about official factions opposing SRPs.
Well fine. Where did the transport come from then? Nothing mentioned in the links that I can find to be of as imaginative as you would claim it to be. No offence intended at anyone involved in the SRP, but hey, there should be some justification as to how the ship came by, and that justification should be an acceptable one. I would not be ranting here if there was some form of a RP mentioned earlier as to how the ship came into being. (like getting some wreck, forcefully acquired, crew abandoned etc etc or something more imaginative than that)
If not from the official factions, and if there is nothing mentioned as to how the ship was acquired by a group who have not-so-strong relations with Gallia (the origin of the ship), then how can the ones that govern the production of the ship take it that the ship is in their hands, just like that?

That is the issue being debated here. The classification of the ship as a generic unlawful is a debate that is way beyond my knowledge and I would rather have people experienced with Gallic lore speak upon that.
So, erm, even if there is no brief on how and where the ship is acquired, you can still get a SRP. I didn't know of that before.

No, you do need to explain the origin of the ships/weapons. If that is lacking for this example, then the Admins may need to request that the player provides the appropriate roleplay documentation to fill in the gaps.
To second that and add onto Echo's comment, the person in question still has another check in post to do before the SRP is finalized. ALl SRP's have a one month and 4 month check in, with which to show that they have/are using their SRP as intended.

If that's the case, can somebody show me any roleplay thread detailing the acquisition of the Res Nullius prior to SRP approval? (Because in my opinion essential things like that should be done before submitting the SRP to support it, not afterwards. You don't build the roof first and then the walls of a house after all, do you?

That is quite a valid form of RP I suppose? I have usually imagined that as a valid form of RP for factions/individuals obtaining ships via this method which they usually cannot, either due to hotilities with the faction that controls these ships or due to other such factors. But yeah, it is upto the admins to decide if that is enough.
But the above mentioned SRP requests doesn't have any such "acquisitions" and was plain on "Where you got the ship?" part.
