Oh, but this is not a massive fleet inrp. This is a small capital taskforce that Kusari lacks to destroy that installation. (in addition to the own fleet of Kusari). Nothing Kusari citizens would be worried about.
And if it's a massive fleet, then Kusari has an installation in it's space that requires a massive fleet to get rid of, hence it's even more justified because it's a huge threat to national security and worth calling for ally's help.
So it's either "nothing to worry about" or "a huge threat to national security".

If they didn't bring in allies, they would literally be incapable of removing bases in their own house.
You make it clear that Kusari is weak and cannot even handle one installation under its turf - That's the message it sends . However, if this is not the case and you simply ask for oorp assistance - then it is 100x worse. In both cases you shouldn't be doing that.

For the record, KNF dealt with something like a dozen of bases. Since 4.86, this faction always had an activity problem for gameplay decisions known known by everyone. We could only field something like 3-4 battleships. A number that could not even endanger a core 1 base back in time; Yet no base survived once we decided it would go down.

People are not asking why things are the way they are. Perhaps they would like to discuss about decisions being taken that may damage further server activity, and the place of players driven agreements within server rules?
Funny thing is, instead of sending Comm Post to all Kusari Law Enforcement and ~ordering to show up for destruction of this base, first thing was to call for GRN/RNC caps which are plentiful. It's not good RP. It's clearly motivated with the only intent to destroy it ASAP with no regards to deeper roleplay.

Read what I wrote. Kusari fleet is only asking for what it lacks in addition to own fleet, primary & secondary, to destroy a hostile, fortified object.
You can perceive the size of involved force either way, and either way it's presence would be justified.

If "Deeper roleplay" involves signing mutual protection pact between House of Kusari and House of Rheinland to make such things possible on constant basis, then as indie of both I'm all up for it, and quite a few other people too.
As for one-time operation, taking into account the way Kusari-Rheinland relatons have been developing over last years (what Lobster said) - the already given amount of RP was more than enough, imho.
Hell, Rheinland was building Kusari's fleet on own friggin shipyards some time ago. You can't get much closer than that in geopolitics, they already can be considered as "close allies".

Yeah, as I said before, finding it and sieging it before it gets to core 3 or 4 is the best route. Thus I suppose you'd advocate for extension of ZOI just because the faction rsponsible for that area failed to notice the base through 2 upgrades?

Do you know where that base is? Its in a cloud that is no where near where people normally go, and the cloud its in nerfs your scanner range badly. So basically, how would you just find a base in the middle of nowhere like that?

I just see 2 issues:
A) Base is core 3 and it should have been sieged at Core 1. Yeah, it's gonna be hard now to destroy it.
B) Asking for a ZOI extension because a base was ignored until Core 3 just seems a bit lame to me. Sorry, but it just does. I feel for KNF & Kusari though b/c I've been sieging a Core 2 base for a week now that I'm kicking myself for having missed it before.
As the saying goes, shit happens, gotta either live with it or scrape it off if you step in it.

Goldern Coin is prime example of how changed affiliation/status can deny any chance to counter it. Shame that you even bring this topic up by blaming people for inability to find Core 1/2 base and deal with it, while Goldern Coin was built and RPed as lawful base to prevent this thing.
