I think there was a thread about this somewhere, and I have a feeling I made it, but still.
This is one of many examples, where the name of the ID is misleading, making new players think that this is a sort of a ''newbie'' ID or something along those lines. There was talk about removing the ID entirely, but it seems we never got around to do that. Any reasons?

The reason is probably to have an ID, which allows you to set up a character, without getting blown up/pirated/interrupted by other players. At least that's what I use it for.
To be honest, with all the various restarts it seems a little pointless.
That being said, it is most definitely not confusing/misleading: "Cannot trade[...]" means you cannot trade whilst using this ID.
A simple Google definition of 'trade' will return the result:
"trade
treɪd
noun
1. the action of buying and selling goods and services."
Therefore you may not buy and sell goods. Simples.

I use it the same when I must push new faction players, because some certain IDs are not sold at some places (Miner ID is the finest example) or i must outfit my ship and only NPCs are the only problem.
I believe this is the leftover after pre-restart era, however I disagree with removing the ID. It gives certain boosts to reputation gain, as far as I am concerned. I can however agree that DESCRIPTION (not ruleset) is VERY misleading, because it states the ID is indeed somekind of ID for newbies within faction - think of [R] here in the player's name.
There is nothing wrong with the ID, sindy, the example you gave doesn't mean the ID is misleaing, it means there are still people out there who need to learn that having a cargo ship and using it as a cargo ship are two different things, which in my opinion shouldn't be as hard as to warrant creating a thread for it in the Help section of the forum.
Doesn't the Recruit ID state "cannot participate in roleplay" or wording to that effect?
What, pray tell, is the point of anything that does not contribute to/support roleplay on a server dedicated to the same?
If you're "setting up" (read: flying to a ship sellpoint, because any other "setting up" is not really required any more, thanks to copious /restarts and sensible equipment sellpoints), simply use the freelancer ID. Which, incidentally, just about every non-faction-specific restart comes with and is sold on practically any base, without even requiring a high standing with the owners in most cases. Oh, and fairly importantly, it doesn't have rephacks, making it possible to re-rep ships you buy from other players.

This.
"I'm a freelancer that is currently working under [insert faction] contract. They seem like nice people, I might join them in the future."

I was setting up a BD ID'd akegata and the recruit ID was a handy thing because i could use a civ restarts, get the ship and then go rep it to buy a BD ID.
If the recruit ID didnt exist, i probably wouldnt have been able to do it. the recruit ID is there to facilitate things like that where extra steps are needed to acquire and rep a ship. remember, the FL ID also has a cargo limit so people using that for ship repping is only semi-usable at best.
The recruit ID exists to facilitate setting up. let us not throw it away for the sake of "its not RP."
that said, i agree with toris. the name needs to be changed, as it is misleading to some new players. something like "repping ID" or some other name like that.
