Yes. Most of official factions are very dead now.

Which of the current official factions (There are a few, but just think about it a bit) actually use their official status for the intended reason the name "Official Faction" was introduced in the first place? Which factions currently push their NPC lore? Which of these factions actually make events to promote the ID they use and contribute valuable stuff to Disco apart from just ingame activity?
Some factions might have done so at first, but as experience shows- giving factions their own ID often has a negative effect, where they are more concerned about their own ID, rather than the npc faction they represent.
Official factions make content for Disco. It is not only one of the privileges they currently have. It is also expected from them, it is their job. We talk too much about perks, but I think it is time we address the expectations and duties to the rest of the players using your ID.
The whole indie versus official moment is completely reweenied anyway, because it is still the same playerbase no matter what stupid tags you want to wear in front of your name. You are an official faction firstly because you want to make the ID and NPC faction more fun to the players involved in wearing it- be they indie or otherwise.
This is why in the past players have picked unwanted or unused IDs and tried to get an official status to make them more appealing to the general community. That is the example current factions should look at.
Talk about perks all you want, but use them to make your NPC faction worth making a character for.

And most of all, don't make officialdom something that people use to parade around saying "look I haz what u can't haz unless you make sure I like you, so you better get on your knees and start shining my shoes". That's exactly what it has been in the past, with all the destructive effects of it.

If you want to RP in English, as you say, you can do that without being an Official faction member too.
Being an indie gives you much more RP opportunities. Indies have more RP potential. Because, Official factions have their own rules, laws, RP. In Official Factions everything are planned. Either you follow their "plan", or fly something else. It's like Socialism and "Planned Economics", like Hayek said, which limits peoples' possibilities. The real RP potential, in my opinion, is in the Independence. You're not limited (just server rules), thus you seek all the possible ways to improve yourself and your RP (Of course if you want to).
The greatest obstacle to developing anything like groups/factions/RP here is groups of people who keep other people down so that nothing can challenge their own dominance.

Neither the perks, nor the responsibilities have been disclosed as yet. But, your somewhat sarcastic remark about being well deserved is spot on.. Considering the hostile/mocking/sarcastic comments stemming from the provision of the Researcher ID, I don't think the community deserves any Official faction perks whatsoever. Consider that gift shelved.
