Would it be fair to target only one of them?
Those factions have at least some way of getting resources, Order is in the back end of nowhere with no friends and no resources.
Still does not justify how they got those caps over the night. Nor how they were able to field and build so many in such a little time.
Construction of ships gets handaved in disco I'm pretty sure.
The official in lore explanation is probably "Wizards did it."
And you are willing to accept that "reality" but at the same time you are also hell bent on implementing "Realism" on Order by opting for the reduction in their caps just because they no longer conduct business with an...(to them) arguably irrelevant faction?

Let's have a look at the Order's official list of allies shall we?
Blood dragons, a smallish criminal organisation involved in shenaniganry in Kusari, a long way away from the Omicrons.
Zoners
I'm not reading anyone else there to supply them, unless the Order infocard hasn't been updated in a while, someone should get on that in that case
Speaking as one of the higher ranks of the Order Primary Fleet, we are all 100% okay with this change; Be it logical or illlogical. It seems the only people that are getting ancy are those that might get nuked while on their Zoners by the Order. What, did you honestly expect a massive terrorist cell to stay friends with everyone? The Order has not stayed friends it with everyone, even before the ZA stuff started. As like, the 3iC of the Order, the only reason people seem to be get upset is those having a piss poor take on this. However as the Order primary fleet sees it, were 100% okay on this!

I"d like to just say that this is a critical blow to the order, how will it be reflected in-game? Well no more fps for them is one thing, No more trade hubs through which people can supply the order. In my mind that's critical, especaily after toledo and core incrusions. We can dress it up as much as we want but the order is completely cut and perhaps this is the time for zoners to work with the core. I don't understand the problems here, what is done is done - Just adapt to the new situation -
