I will explain the question based on an example.
Let's say I'm a policeman and I'm going to scan a civilian.
The civilian holds and lets me scan him. He has no illegal cargo or equipment, but a pirate ID.
My question: Do I have to treat him as a civilian or a pirate?

It depends on the circumstances. But if he pretends to be civilian and you never heard his name associated with piracy, best roleplay attitude really is to treat him like a civilian. Pirates usually don´t wear big tag shouting "I´m a pirate, arrest me!"
However problem with this that you sometimes look/feel like an idiot a little Especially when someone see the situation and don´t understand you are doing roleplay.
Generally, same goes for members of Wilde factions and even intelligence agencies if they have freelancer IFF and pretend to be just civilians. Spies usually don´t use "I´m a spy" ID cards.
