We've had contact with your organisation a while ago, the Vereinte Wiederstandsarmee met one of our Commissars, the Dragons one of our informants. It has come to our interest to meet with the Dragons, but it seems they are very busy lately, so since we also wanted to contact the VWA about our Presence.
I'm hereby inviting both of you into a Meeting with the Coalition Commissariat, to discuss further motives and future cooperations that could benefit all of us, in Rheinland and in Kusari.
The Commissariat is the eyes and ears of the Coalition. The intelligence service, as you may call it.
We are awaiting your reply about this as soon as possible.

I received your invitation but I can not see any benefits a cooperation between the Coalition Commissariat and the Blood Dragons would bring.
A mere Intelligence service is not sufficient enough for us.
Further more, it seems one of our greatest allies, is one of your worst enemies. Taking your aid would put a grudge between the Blood Dragons and their current ally.
And that is why I have to reject your invitation. But I thank you for your offer and wish you good luck for the future.

Still awaiting the answer from the Union of Revolutionary Army (VWA),
To you Dragons, may I remind you. The very reason of the Commissars contacting you and not the Army themself, is exactly because of your concern of your so called "allies". Also let me remind you this too, Comrade. I'm not realy sure if you have thought whisely about this.
The Order has no power in turning the cards in the war against the KNF Government, sure we have nothing against you cooperating with the Order against the Alien threat, as we ourselfs would probably provide help in this too, however.
If it comes to the Kusari Law Enforcers and Kusari Government, we offered you a hand in Political and Battle situations. You may have misunderstood our reason of inviting you into this meeting.
It is of the interest of both Rheinland and Kusari Revolutionaries that we ourself can provide help in overthrowing the corrupt Government. We lend you a hand, are you realy sure about your refusal? Think again, we're still awaiting the response of the VWA, you have time until then to explain this refusal. Da Svidan'ya, Comrade Dragons.
We do not need a simple Intelligence service, the Golden Chrysanthemums do their part in that pretty well.
And The Order is already supporting us.
They also have the knowledge and the technology to counter the Nomads, which I doubt the Coalition have. And with that they keep our backs free from the Omicrons out so we can concentrate our force on the Government. But not only do they help us to keep Kusari safe from the Nomad intrusion but they also help in the front lines against the Republic.
We do not need to also worry about a fight breaking out between The Order and other forces inside our fight against the Kusari Government. Especially not from someone whos Political structure is as fragile as a porcelain cup.
With that said, my answer is the same as the last time.

Commissariat Council,
I suppose I'm interested in a meeting. Specific topics that I would like to touch upon include a cooperative means in combating the Bundesrepublik's Buro der Marineintelligenz. Additionally, we're estimating that the Munich Disaster will render Planet Nuremberg entirely uninhabitable within a couple years' time at most. Millions of citizens will need to find refuge and relief.
I'm projecting, of course. Feel free to offer a location and time for this meeting.

To the respected Dragons, are you sure that these are your last words? Consider it again.
We aren't a simple intelligence service, I may have chosen the wrong word for it. Proklyatym kapitalistom yazyk...
We are the special forces unit of the Coalition, the Commissariat, with intelligence services but mainly a Special Operations Unit supporting revolutionaries in a Sirius Scale. But again, I would reconsider it.
*Smirks weirdly*
As for our Comrade Rheinland Revolutionaries,
It seems that you've directly understood why we invited you to this Meeting. For now, there is no place set yet, but we had in mind Sigma-13, Newport Station. If you have any ideas of a better place, let us know!

The Damiyo 'Steel' of the Blood Dragons appears on screen and speaks for a moment after she bows, keeping a strict face as she speaks "The Shogun will attend what you have say however, please note that after this, this will be talked about with the rest of the Dragons. Good day for now, hope he see's you soon."
Metal grins as the screen cracks to live. "Recent words from the underground said that dead people continue to walk the earth even after their dead, it seems to be a problem when even Communist do it to you know, dead men tell know lies am I right? Anyways, more word has gotten around is that all you wanted to do is to steal our tech and I have yet to be proven other wise that this is a lie. If this is the case and all you wanted to do was fly in our space and attack people, then you came to the wrong group." She turned and walked to the paper and took a red stamp, putting a large DENIED across it before discarding it "Consistering yourselves members of the Coalition, we should of never trusted you in the first place and your constant annoyance to our trade pilots as well, going into space we restricted and above all, trying to get us to break the alliance with the Order...well consister this my friends."
She turns and walks around the table for a moment before stopping in front of the screen "We're at war with the People's Army, and now finding out you are part of them, we are at war with you as well. Should we see you in our space again, you will be shot down without mercy or regret and treated as the outsiders you are. Don't expect mercy from us, should we find you in our space, and should we find you, you will be destroyed and killed. Sayōnara. And hopefully we won't run into each other, because if we do, it will end very badly for you." She closes the comm's soon after
