If only it were that easy. Indie officer with cloak reaches 9k distance and decloaks and then takes screens of the shields/hull of the pirated vessel. Then the offending vessel cannot give any more excuses.

using a cloak to get close enough to uncloak and quickly take screens seems like an attempt to see how far you could push the new/altered rules without breaking them.

seems like it would be a **** move in my opinion.

Oh yes it is. But if it is allowed by the rules, then it is fair game. That's why rules need to be as clear and straightforward as possible.

The POB would have to lie within a House's ZOI and be within a House Controlled system to be levied with a tax.

Omega-11 is not really controlled by lawfuls though, they only maintain a tenuous grip on it while all kinds of unlawfuls pretty much overrun it. Omega-7 does have strong Rheinland interests, but I guess this was done so that corporate warfare in the system can really take hold.

Such as Liberty can still regulate POBs in Alberta (LN battleship, two corp bases, one neutral party base which belongs to Zoner - so really, where do you see difference, and Alberta even doesn´t have trade lanes) or Hudson (LN battleship, one corp planet). Kusari can continue regulate POBs in Nagano (one corp planet, one neutral party base - OSC) and Rishiri (one corp base and that´s all...). Bretonia stull governs POBs in Dublin (one BAF battleship, one corp base, one neutral party base - IMG).

So really, it´s not lose of right to regulate POBs in Omega-7 what makes me (and some others) dissatisfied. It is more question of principle and equality.

While there's a bit of debate to why they can't regulate POBs in Omega-7, Hudson is not in any way a remote system.

Because Rheinland didn't have any claim on the system until shortly after 820 A.S. when the Schwerin was first moved into the system, if Rhineland wants to consolidate their hold on the system perhaps they need to do something beyond simply moving a battleship into the system and saying "mine"
