It seems somewhat petty for the admins to cross their arms and glare down at the factions involved to fix the mistake themselves, even though the measures taken are generally considered a mistake on the part of the admins.
If Order| have had conflict with the Zoner official factions, then (even though I'd still see punishments like this to be stupid as Zoners are generic) let them take the brunt of the punishment without harming server gameplay as a whole. I still think this whole issue could be solved via a means that doesn't negatively impact gameplay but enhances roleplay, rather than this which seems to negatively impact gameplay and to negatively impact RP and lore.

Dammit, the proof is in the pudding :/. Order activity (indie and official) was much higher before the rephack, and I'm sure that without the rephack their activity could potentially be close to, as high as or perhaps even higher than ours. I miss the times when you could sit outside the FP in Delta and you could see streams of Order occasionally pouring out.

That could also be related to the rephack, but my knowledge in regards to that isn't as extensive. I didn't hear of OSI and TAZ basing out of Order bases to shoot god knows what at least.
However, those aren't Omicron factions. They're not really a key part of Omicron activity beyond perhaps providing Nomads/AI some transports to shoot at now and again.
Omicron faction activity has generally remained solid or followed the same fluctuations it had before or is even increasing. Order activity (within their own territory at least), both indie and official, just falls.
I think rephack should be revoked, as a rather long period have passed (three months?) and both factions learned their lesson.
However, if you want to keep the rephack, you should consider extending the Order's ZOI into Sigmas - as far as you may remember, LSF has connection to the Sigmas. It would be pretty neat to see MND, LSF and the Order waging a new silent war in there.

Order ID has no defined ZoI. They can exercise their ID lines anywhere.

No joke, Lyth. seriously. We have been receiving a number of complaints involving The Core steamrolling factions in the Omicrons from more than one faction. It's your choice how you wanna play it, but if you want to see activity rise among rival factions, you might want to consider lightening up on them. Consider this a helpful suggestion from a somewhat petty admin.
