All of items requested and listed by you is available on the forums, because forums are intergral part of the Discovery - if they like it or not. This is where (that is, forums) all major decisions take place, both inRP and ooRP ones.
As for book items in cargo holds, it would be pretty bothersome, since rules change all the time, even if these are tweaks (we have problem even with our own Wikia, because it is the best to ask something on the forum). All in all, DiscoveryGC.com is the main source of roleplay and rules, because it's not a big issue to correct some letters inside the post - the other thing is correcting errors in the infocards.
The finest example of the forum over in-game infocards is the fact that Nagano is still listed in game as Tau BW, while actually it's the Kusari. Without that knowledge (from the forums), you are pretty likely to be sanctioned as a Bretonian Privateer for piracy in Nagano. Infocards and rep sheets are outdated sometimes, but that's the other thing.
An overall "We re currently inthis year and Sirius Situation is this" book would actually be cool, even for me and couple other vets.
Because seriously... I've experienced it like SO MANY times that people lost track of 1 week old RP which suddenly caused a conflict of misunderstandings, intolerance and rage-quits.
If the Devs/Admins would have an OVERALL "this and this happened, this and this is currently going on between xyz factions" would be much appreciated.
There are tons of RP, but none of them are noted down anywhere and I m very serious about that. My suggestion would be, if Admins/Devs/Mods would keep track of all the factions RP and give a Monthly update/ or just make an overall Book until next update, that would be much appreciated.
I m talking about, we're here in the Sirius Sector recent Events resulted into this, thats why xyz faction is hostile to xyz. Because of this RP IMG, IC and Kruger have these restrictions in xyz space. Because of War between xyz and xyz certain things caused that and this.
If you get what I mean. I know it's a hell lot of hard work but seriously, these things should be noted down somewhere. Havinf something like a Huge Book "Freelancer: Discovery 4.88" which shows us every factions RP whise relations and improvements (Wiki aint enough) would be damn well organized and it would damn well solve problems in an instance. So people can jump right into their Characters by knowing the Main Lore of the Sirius Sector by FL Discovery and dont have to search for tons of RP which has been done on forum in all chaos or even game and it's spread in the subsections of the forum which any newb, even a vet would hardly even look into. I guess it's an annoyance to click "next page" over 10 times just to find the propper RP inside each restrictions.
I know, this sounds like we're actually demanding you guys to write a Book, but if things would've been noted down propperly in the past, we wouldnt have this problem now.
I think many of you students know too, if you dont note down stuff on University, you will have a damn hard time in keeping track. Hell if you have absence, if you cant find the proper notes of a friend or the topics, you're screwed and it end in chaos.
So what I basicly ask is a "Clarification Book" of whole discovery that people can directly access and read the parts they have to read of the Book for their Exams (Roleplay).
Or else things will just continue with ooRP relations, meta-gaming, diverge from Vanilla, continue in an endless Devil Cicle/Spiral/Helix and in the end this mod will just die because everything will be just so confused and get restrictions on all those new features. Worst thing of all that is, there will be a time then where we all accept a common "truth" which in reality is totaly "wrong". But then it'll be too late, because we'll loose track of all the process, improvements and advancements we did.
Basics are basics, and I fully agree that Disco is a RP Server, so you need to know the rules and at least a general fluff outlay.
As for "please write more Tutorials" :
Okay ? Do so ;-)
Update the Wiki,
write the Tutorials,
join the Angels or do something else to help .
I would love to, If I would find the time.
And I at least try to do so in a RP setting, inGame.
Im "only" here for about 18 months now, and I have learned to respect all players contributing to the Server and Disco Forum. I dont agree with all, I dont like them all, but I respect the work they do.

You make it sound so simple, but most newbies who see the mod info say what you and I likely said when we first encountered disco which would have been something like: "That looks pretty awesome, i wanna do that"
Not: "Lets pour over the wiki for three days so i don't get banned and trade for days on end to get a ship which has serious implications and restrictions"
This is exactly the attitude i'd expect from someone who's been here long enough to see the small incremental changes over time, but in hindsight, doesn't realise the enourmity of information that entails.

You seem to misunderstand my answer in the topic. Of course, you don't need to do that, if you are aiming for certain characters. The points the OP pointed out however are the BASICS. Character is restricted to the roleplay knowledge, but ooRP basics are MUST KNOW.
I was refering to the playing as a faction member. So, the long story short: if you are going to RP as The Order, you need to know The Order's lore. If you are going to RP as Ageira, you need to know their lore and some facts, like you cannot fly in Gallia.
As for the other question, if you are trading inside a house, you NEED to know House Laws. Else, you'll end up being fined and shot down. And no one else can be blamed for that - but you alone.
I like how the mod is managed. It's rules are reasonable for the most part. And there are ways to overcome some of the restrictions. Some IDs have unrestricted ZoI, some IDs can treat transport as combat targets etc.
I think this variety is good for Disco.
I agree that disco has expanded a lot and for some beginners it's hard to get used to but I still think the expansion is under control.
