Also, it's tough to strafe (a big deal in snub combat) and TS simultaneously. I can't imagine how you'd have to position your hands/fingers in order to strafe, reverse, thrust and turretsteer at the same time.
At this point I didn't incorporate anything but barrel roll. Gonna experiment further. And yes I feel a lack of fingers.
Turret steering on a fighter will get you just so far - It severely limits your movement to the point at which, yes, you can do well against a random person, however people who know what they're doing (any "average" pilot, really) will have an easier time killing you than someone who put just as much effort into regular flying.
Thusly, this doesn't have an impact on balance at all; it'd be that case only if fighters (especially SHF/BMB classes) had TZ.
